At the meeting, Head of the Hanoi Ethnic Minority Committee Nguyen Nguyen Quan informed: With the consent of the Standing Committee of the City Party Committee, the 4th Congress of Ethnic Minorities in Hanoi will take place on November 4 and 5, 2024. The Congress will be attended by 500 delegates, including 250 official delegates who are ethnic minorities in the capital.

Implementing the Congress's program of activities, this morning (November 4), delegates respectfully offered incense at Thang Long Imperial Citadel and Bac Son Martyrs' Monument. Early this afternoon, the Congress held a preparatory session.

Also according to the Head of the Hanoi Ethnic Minority Committee Nguyen Nguyen Quan, in recent years, along with effectively directing the implementation of the Central Government's ethnic policies, Hanoi has paid special attention to proposing many policies and solutions, issuing specific mechanisms and policies, and devoting large resources to investing in comprehensive socio -economic development of the capital's ethnic and mountainous areas. Thanks to that, the appearance of ethnic minority and mountainous areas and the lives of ethnic minorities have been increasingly improved.

At the meeting, the ethnic minority delegates expressed their emotion at the attention of Hanoi City. The delegates shared and clarified the positive changes in the ethnic minority and mountainous areas of the capital in the past period. At the same time, they made a number of recommendations and proposals for Hanoi City to continue to pay attention and invest in comprehensive socio-economic development of the ethnic minority and mountainous areas of the capital.

Speaking at the meeting, Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong emphasized that in recent years, ethnic work and implementation of ethnic policies in the capital have always received attention and direction from the Hanoi Party Committee - People's Council - People's Committee; identifying this as one of the key tasks.

Despite many difficulties, Hanoi always devotes appropriate resources to developing ethnic minority and mountainous areas. The results so far are very positive; Hanoi's ethnic work has achieved many outstanding results and is highly likely to complete the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas 5 years ahead of schedule.

“The appearance of the city’s ethnic minority and mountainous areas has changed dramatically. Now there is almost no gap between the ethnic minority and mountainous areas and the plains…” - Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong affirmed.

Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong also emphasized that the ethnic minority and mountainous areas of the capital have been confident in integrating, escaping poverty, and becoming rich legitimately based on their own ethnic resources. Although only stopping at bright spots, this is a welcome signal.

In the coming time, Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong requested the Ethnic Committee, departments, localities and ethnic minority communities to promote the achieved results, continue to effectively implement the Central's ethnic policies, advise on the development and implementation of the city's specific policies and guidelines, and support production development so that people can escape poverty and become rich legitimately.

In Hanoi's development orientation, there are 5 pillars, including the pillar: Hanoi develops based on human resources and cultural resources. Therefore, in addition to restoring and preserving cultural values, it is necessary to consider the characteristics of ethnic minority and mountainous areas as common assets, thereby propagating, promoting and exploiting them as a resource, to both preserve and promote cultural values.

Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong hopes and suggests that the Ethnic Committee research and develop world- famous tourist village models, like Thai Hai tourist village (Thai Nguyen); with an investment orientation to develop happy villages in ethnic minority areas to become attractive tourist destinations, to both develop livelihoods and preserve, promote and advertise traditional culture throughout the country and even the world.

Emphasizing that the space and potential for development in ethnic minority and mountainous areas is still very large, Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong hopes that people will continue to promote and exploit them more effectively, so that ethnic minorities can contribute more actively to the overall development of the capital.
