According to initial information, at about 1:00 a.m. on November 2, fishing boat BTh-81746-TS, 10CV capacity, 7.45m long, with 3 fishing workers, owned and captained by Mr. Tran Van Thanh (born in 1977, residing in Dong Hai village, Phu Quy Special Zone), was exploiting seafood in Lach The beach area, about 1 nautical mile northeast of Phu Quy island, coordinates 10°32'54"N - 108°57'55"E.
During their work, Mr. Thanh and crew member Tran Van Duc discovered that crew member Nguyen Van L. (born in 1988, residing in Dong Hai village) was no longer on the boat. After searching the area, at about 1:30 a.m. the same day, the victim's body was discovered about 20 meters from the boat.

At 2 a.m., Captain Tran Van Thanh brought the victim's body to Lach The beach, Dong Hai village and informed the family of the incident.
Immediately after receiving the news, Phu Quy Port Border Guard Station directed Phu Quy Port Border Guard Station to coordinate in monitoring and contacting fishing boat BTh-81746-TS to grasp the situation, and at the same time send forces to work with the captain and related crew members. Phu Quy Special Zone Police completed legal procedures and handed over the body to the victim's family for burial according to local customs.
On the same day, representatives of the Vietnam Fatherland Front Committee of Phu Quy Special Zone and local authorities visited, encouraged, and shared the loss with the family of sailor Nguyen Van L.
