In 2026, Hanoi aims for growth to exceed 11%

The third meeting of the City Party Executive Committee affirmed Hanoi's determination to achieve the economic growth target of 11% or more by 2026. The city set out requirements to perfect institutions, prepare long-term planning and synchronously deploy key tasks to create breakthroughs in the new development stage.

On the afternoon of November 25, the Hanoi Party Committee held the third meeting of the Hanoi Party Executive Committee (18th term).

Achieving growth targets

Speaking at the Conference, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc assessed that in 2025, the capital city overcame many difficulties and achieved important and quite comprehensive results in most areas. The economy grew by an estimated 8.5%, completing the target assigned by the Prime Minister; the state budget revenue is estimated at nearly 642 trillion VND, equivalent to 124.9% of the estimate. FDI attraction reached 4.1 billion USD, an increase of 52% compared to 2024. The fields of infrastructure, urban areas, environment, education, social security, national defense, security, and foreign affairs continued to be consolidated, thereby creating an important foundation for the new development stage.

Based on the results achieved, the City Party Committee agreed on the economic growth target of 11% or more in 2026, and approved the socio-economic development, finance-budget and public investment plans submitted by the City Party Committee and People's Committee. The City Party Committee Secretary acknowledged the efforts of Party committees at all levels, authorities, the Fatherland Front, socio- political organizations, armed forces, the business community and the people of the Capital in completing the political tasks in 2025, creating a premise for the 2026-2030 period.

The City Party Secretary requested the entire political system to develop growth scenarios for 2026 for each quarter, each sector, each locality; each department, sector, district, commune, and ward must register growth targets, budget revenue, public investment disbursement, and digital transformation. The city will deploy a mechanism to monitor progress based on real-time big data, linking implementation results with evaluation and classification of organizations and individuals according to Conclusion 198 of the Politburo.

Prepare for milestones

In the group of major tasks, the Secretary of the City Party Committee emphasized the need to focus on institutions, mechanisms, policies and planning. The city is reviewing and proposing the Politburo to issue a new resolution to replace Resolution 15-NQ/TU dated May 5, 2022; at the same time, proposing the National Assembly to amend and supplement the Capital Law and adjust two major plans of the city with a long-term vision of 100 years. Along with that, Hanoi persistently decentralizes, decentralizes, and reduces the time to handle administrative procedures to facilitate people and businesses.

Regarding personnel work, the City Party Secretary affirmed that this is the key of the key. The City Party Committee's Organization Board was assigned to standardize and digitize personnel records, connect with the software system to monitor task progress to evaluate cadres based on specific results. Party committees at all levels must thoroughly grasp new regulations, promote decentralization and authorization along with power control; at the same time, discover and use young cadres, female cadres, cadres with innovative thinking, digital thinking and the spirit of daring to think and daring to do.

Regarding the 2026 tasks, the City Party Secretary requested to focus on implementing three key milestones. From now until the end of 2025, the city must complete the draft resolution on outstanding special mechanisms and policies to submit to the Government and the National Assembly for consideration at the 10th session; and at the same time announce it on December 19, 2025 as directed by the Government. The city must also complete the highest targets for 2025; deploy solutions to overcome five major pressing issues; and carry out 12 key tasks on digital transformation.

Regarding the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, the Secretary of the City Party Committee requested to fully prepare conditions, ensure security, safety, and compliance with the law so that the election day is truly a festival for the people. In March 2026, the city must complete the review of two major plans and amend and supplement Resolution 15; by May 2026, complete the project to amend and supplement the 2024 Capital Law to submit to the National Assembly.

Affirming that major decisions at the Conference will be submitted to the City People's Council for consideration, the City Party Secretary clearly stated the goal of creating a new mindset in building and developing a civilized, modern, and happy capital.

With the motto of Hanoi doing what it says - doing quickly, doing correctly, doing effectively, doing to the end, he called on the cadres, party members, armed forces and people of the capital to unite and make more efforts to complete the task; each industry commander must be exemplary in strategic advice and each commune and ward secretary must be ready to serve the people, contributing to the development of the capital.
