This is a project approved in principle for investment by the People's Committee of Nam Dinh province since October 2024, invested by the joint venture of Nam Dinh Urban Investment and Development Joint Stock Company and My Xuan Hanoi Housing Joint Stock Company.
With a total capital of over 909 billion VND, the project is deployed on an area of over 30,000m², including 6 9-storey buildings with 1,100 apartments with areas from 25 - 70m². The total usable floor area is up to 67,500m². In addition, the project also has a basement of 8,300m² to fully meet modern, safe and environmentally friendly living facilities.

Speaking at the ceremony, Permanent Vice Chairman of Nam Dinh Provincial People's Committee Tran Anh Dung emphasized: The groundbreaking of Bai Vien project is a concrete step to realize Nam Dinh province's commitment to implementing the Prime Minister 's direction on building at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030. At the same time, this is also part of the strategy for sustainable urban development, improving the quality of social security and creating a solid foundation for the province's comprehensive development goals.
The provincial leaders said that in recent times, Nam Dinh has proactively arranged land funds, implemented synchronous solutions on planning, and attracted investment to promote the social housing sector. Currently, the whole province is implementing many projects, expected to provide about 3,000 apartments. In the period of 2025-2030, Nam Dinh is assigned the target of building about 9,800 social housing apartments, a big challenge but also an opportunity for the province to affirm its pioneering role in implementing the Government's social security policy.

According to the investor's commitment, the project will be constructed in 3 phases from 2025 to 2030, completing 6 buildings with a total of 1,100 apartments. Specifically: Phase 1 (2025 - 2026) will complete 2 buildings with 324 apartments; Phase 2 (2026 - 2028) will complete 2 buildings with 304 apartments; Phase 3 (2028 - 2030) will complete 2 buildings with 472 apartments. The investor affirmed that it will strictly comply with legal regulations on investment, construction, and environment; at the same time, it calls for the support of the government and people so that the project can be implemented smoothly and effectively.
The Standing Vice Chairman of Nam Dinh Provincial People's Committee also requested the relevant agencies, especially the Department of Construction and Nam Dinh City People's Committee, to actively support enterprises in the implementation process, promptly remove difficulties, and speed up procedures for confirming conditions for buying and renting social housing for people. Banks and credit institutions are requested to create favorable conditions for investors to access capital, while promoting support for people to access preferential loan packages to soon realize their dream of settling down.
With a location in the city center, well-invested and modernized in the direction of developing green urban areas and high-rise buildings, Bai Vien Social Housing Area will become a model for similar projects in the future - contributing significantly to building a new urban appearance and ensuring social security for Nam Dinh.
