
Vocational training cooperation
Currently, the labor force in Tay Giang commune has more than 5,900 people; of which nearly 2,000 are trained workers, and nearly 1,360 are trained workers with degrees and certificates.
Mr. Nguyen Anh Tuan, Vice Chairman of Tay Giang Commune People's Committee, said that vocational training associated with job creation and labor export plays an important role in promoting local socio -economic development.
However, up to now, the locality has only 8 people going abroad to work; the number of workers working in industrial zones and clusters in the city is still low. The reason is the fear of going far away, fear of changing the living environment and not being used to the industrial working environment.
To overcome difficulties, Tay Giang Commune People's Committee coordinated with vocational training units, the City Employment Service Center and labor export enterprises to provide consultation, grasp labor needs, and implement appropriate support policies.
Recently, Tay Giang Commune People's Committee cooperated with THACO College to open a vocational training class in the locality. The training labor source is students who have graduated from junior high school and high school and want to study both culture and vocational training. In the immediate future, each year THACO College recruits 40-60 workers from Tay Giang commune to study vocational training and arrange jobs at THACO Group.
“According to statistics, about 2,000 workers need vocational training and knowledge and ability to adapt to the industrial environment. After the training course, workers will have the opportunity to find suitable jobs, increase their income, and contribute to sustainable poverty reduction,” said Mr. Tuan.

Mr. Phan Tiem, Principal of THACO College, said that in recent years, the unit has expanded cooperation with mountainous localities, especially border communes, to provide vocational training and create jobs for workers.
According to statistics, the unit has trained and arranged suitable jobs in the fields of agriculture and industry for 218 students who are ethnic minorities.
To meet the demand of more than 4,800 workers at companies belonging to THACO Group in the period of 2025 - 2027, the school is promoting enrollment in remote areas.
After completing the training course, companies under THACO Group will sign on-site labor contracts with starting salaries as follows: 7 million VND/month for elementary level, 8 million VND/month for college level, along with social insurance, health insurance and other benefits.
Notably, for workers working at farms in Laos and Cambodia, the company will support accommodation and allow them to visit home for 6-8 days every 2 months.
“In the next 2 years, THACO AGRI’s farms and ranches will recruit about 500 workers who have been trained at THACO College. To expand employment opportunities, especially for ethnic minorities in the west of Da Nang city, we are coordinating with a number of localities to implement the project “Training in cultivation and animal husbandry” and commit to arranging jobs at THACO AGRI’s farms and ranches. Tuition and accommodation expenses will be fully supported by THACO AGRI,” said Mr. Tiem.

Improving the quality of mountainous labor
In the border commune of La Dee, although there are 1,520 people of working age, 88% work in the agricultural sector, mainly in production and farming by households. The proportion of industrial, service and commercial workers accounts for only 12%; of which 232 people work in companies and factories, 48 people are exported.
To improve the quality of labor, from 2024 to now, the locality has opened 4 classes to teach masonry, cattle breeding, weaving and high-yield rice cultivation, training 135 workers. Up to now, the rate of trained workers in the commune has reached more than 77%; the rate of trained workers with certificates is nearly 42%.
Mr. Bnuong Hai, Vice Chairman of La De Commune People's Committee, said that in the coming time, the locality will strengthen vocational training in line with the actual needs of the market and economic projects in the area; step up propaganda so that people are bold in changing jobs and participating in vocational training; mobilize capital support from programs and projects to expand production and create more jobs.
At the same time, expand cooperation and connection with businesses, especially neighboring industrial parks and clusters to create stable employment output; organize job exchanges to connect workers and businesses.
From 2022 to present, the total number of workers in Da Nang supported with elementary training and regular training under 3 months from the state budget according to national target programs is nearly 9,500 people, with a cost of more than 17.5 billion VND.
Mr. Dang Tan Phuong, Deputy Director of the Department of Ethnic Minorities and Religions, said that the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas sets a target that by 2025, the rate of working-age workers receiving appropriate vocational training will reach more than 50%.
In the period of 2021 - 2025, the city has allocated nearly 15 billion VND to develop vocational education and create jobs for ethnic minority workers. To date, the disbursement has reached nearly 8.7 billion VND.
Units and localities implemented 89 vocational training models, attracting more than 3,160 participants; supported 90 workers to work abroad under contracts. Thanks to that, the rate of ethnic minority workers of working age receiving vocational training reached about 52%.
“Through vocational training support and job creation, the labor structure in mountainous areas has gradually shifted, increasing people's income and living standards, reducing unemployment rates, and contributing to sustainable poverty reduction.
In the coming time, localities will continue to promote vocational training linked to the labor market, especially non-agricultural occupations, community tourism, and agricultural processing. At the same time, evaluate training results and job creation after training to promptly adjust or expand effective models," said Mr. Phuong.
Over the past 5 years, the western area of Da Nang city has organized 58 job fairs. On average, each fair attracts 27 businesses, 6 vocational training institutions and 400 workers. Thereby, connecting jobs for 200 workers, of which 110 people successfully connected to jobs.
