At the end of September 2024, the news that the Chief of Office of the Department of Natural Resources and Environment of Lam Dong province was arrested by the police to investigate the act of fraud and appropriation of property attracted special public attention. The attention here focused not only on the content of the case, but also on a special piece of information: This person was arrested after people brought documents and audio recording evidence to report at a regular citizen reception in early September 2024 chaired by Acting Secretary of the Lam Dong Provincial Party Committee Nguyen Thai Hoc. After receiving the information, with the spirit that if an official did something wrong, he would be decisively dealt with and absolutely not covered up, the Acting Secretary of the Provincial Party Committee requested the leaders of the Provincial Police to direct professional departments to investigate and clarify the content of the complaint for strict handling according to the law.
This is considered an unprecedented event in Lam Dong province. Citing such a special incident shows that, recently, the Standing Committee of the Provincial Party Committee has paid special attention to the work of receiving citizens, handling complaints and denunciations of citizens, thereby eliminating the notion that receiving citizens is just a formality and handling the content of reflection after receiving citizens is just a formality. Because of eliminating this mentality, people have trusted and chosen receiving citizens as a channel to present their concerns and existing problems, with the belief that their opinions will be listened to and thoroughly handled.
From the beginning of April 2024 to present, Comrade Nguyen Thai Hoc - Acting Secretary of the Provincial Party Committee has chaired regular citizen receptions; attended by leaders of agencies, departments, localities... to promptly respond and resolve citizens' opinions, suggestions and problems. In particular, to further improve the quality of citizen reception work, from October 2024, Lam Dong Provincial Party Committee has invited representatives of the Bar Association and the Lawyers Association to attend the receptions. All citizen receptions are announced in advance and have the participation and reporting of press agencies in a public and transparent manner.

At the receptions, Lam Dong Provincial Party Committee Acting Secretary Nguyen Thai Hoc affirmed: “The Provincial Party Committee listens, evaluates, responds, and resolves citizens' opinions in a more specific and better way. The Provincial Party Committee's viewpoint is to acknowledge, review, and direct all levels and sectors to comprehensively resolve information reflected by citizens. However, everything must be in accordance with the law” (periodic reception of citizens in August 2024); “Citizens' legitimate and legal rights will be considered and protected in accordance with the provisions of the law” (periodic reception of citizens in July 2024).
In addition to the monthly citizen reception channel, comrade Nguyen Thai Hoc also affirmed: "The Provincial Party Committee will promptly receive and resolve citizens' petitions sent directly to the Provincial Party Committee Office, avoiding overload at the Citizen Reception Headquarters on a monthly basis" (periodic citizen reception in May 2024); and directed: "Localities decide, localities act, localities are responsible for resolving citizens' petitions" (periodic citizen reception in October 2024).
However, the Acting Secretary also noted: “The Provincial Party Committee prioritizes receiving citizens who have opinions for the first time. As for opinions that were raised in the previous meeting but have new content and opinions that are pending resolution, citizens should wait for the results of the competent authorities. When the competent authorities have resolved the issue in accordance with the law, citizens are requested to comply. If citizens do not agree with the opinions of the competent authorities, they can submit a petition, there is no need to re-attend citizen receptions, the review team will review independently and respond to citizens' opinions" (periodic citizen reception in October 2024).

In addition to chairing monthly citizen receptions, at conferences and working sessions related to internal affairs, Comrade Nguyen Thai Hoc - Acting Secretary of the Provincial Party Committee always emphasized the importance of citizen reception, handling complaints and denunciations of citizens and requested agencies, units and localities to pay special attention to this work.
Typically, at the Conference of Internal Affairs Agencies held on the afternoon of September 25, the Acting Secretary of the Provincial Party Committee chaired and directed the internal affairs agencies to focus on thoroughly resolving complaints and denunciations, not to let them drag on for too long, causing loss of trust among the people. At the same time, focus on resolving citizens' petitions, enhance the responsibility of Party leaders in receiving people, promptly and legally resolve complaints and denunciations under their authority, and new cases arising right from the grassroots level...
It can be affirmed that the head of the Provincial Party Committee has clearly identified the importance of receiving citizens and resolving citizens' complaints and denunciations since arriving in Lam Dong to take up his duties in mid-March 2024. Prolonged cases directly related to the resolution of citizens' complaints and denunciations have been given special attention and attention by the Acting Secretary of the Provincial Party Committee. Typically, in the case related to compensation, site clearance, and resettlement arrangements for people whose land is subject to recovery to implement the Ta Hoet Reservoir Project in Duc Trong District, the Acting Secretary of the Provincial Party Committee has directed the establishment of special working groups to resolve issues arising here in the spirit of ensuring the legitimate and legal rights and interests of the people in a "reasonable and sympathetic" manner.
Seriously listen to and absorb citizens' opinions in each meeting; respond to citizens' opinions, suggestions and questions at the meeting regarding matters within their authority in a satisfactory manner; direct agencies, departments, and localities to record and resolve citizens' cases reflected at the next meeting in accordance with their authority, procedures, and specific time frames. All of these have created quality citizen receptions and effectively handled citizens' problems after each meeting with a sense of responsibility, serving the people.

In addition to the documents directing the strengthening of citizen reception, handling of citizen complaints and denunciations, the sense of responsibility towards the people and the attitude of respect for the people of the Provincial Party Committee leaders shown through each citizen reception session have created a spreading effect so that agencies, departments and localities really pay attention and value this work. From there, there have been documents to rectify and strengthen the work of citizen reception, handling of citizen complaints and denunciations, and directly the heads of Party committees and authorities have raised their sense of responsibility.
As at the regular citizen reception in October 2024 organized by Bao Loc City Party Committee, both the Secretary of the City Party Committee and the Chairman of the City People's Committee chaired. The opinions and recommendations of citizens at the reception were directed by Bao Loc City Party Committee Secretary Ton Thien Dong to the City Citizen Reception Council to be responsible for checking, reviewing, classifying and assigning agencies, units and localities to check, verify and thoroughly resolve, ensuring the rights and legitimate interests of citizens. Absolutely do not allow citizens to file complaints, petitions that are prolonged and send petitions beyond their level. In case of cases of complaints, petitions that are prolonged and send petitions beyond their level, the heads of relevant agencies, units and localities must be responsible before the Bao Loc City Party Committee and People's Committee.
It can be seen that the work of mobilizing and appointing cadres of the Central Government and the mobilization, rotation and appointment of cadres of Lam Dong province in recent times has been bringing a "new wind", gradually creating a comprehensive change, contributing to regaining the inherent development momentum for Lam Dong province; in which, the work of receiving citizens, resolving complaints and denunciations of citizens with the achieved results is a bright spot, a driving force to consolidate and build people's trust in Party committees and authorities at all levels, especially in the head of Lam Dong Provincial Party Committee.
Once the people's trust has been consolidated, the power of the people has been enhanced, combined with the determination "... Do the right thing, avoid the wrong thing; do the good thing, avoid the bad thing; do the right thing, avoid the bad thing; do the fastest, most effective, best quality thing..." that comrade Nguyen Thai Hoc affirmed at the Launching Ceremony of the High Point Emulation Campaign "The Party, government, army and people of Lam Dong province unite, determined to overcome difficulties, rise up with the country", we are confident that Lam Dong province will soon return to the development trajectory to soon rise up with the country.
