(BGDT) - On April 18, Comrade Mai Son, Standing Vice Chairman of the People's Committee of Bac Giang province inspected the construction, consolidation and development of communal community learning centers (CLCs) in Viet Yen district. Through listening to reports and inspecting some community service centers in Viet Tien commune and Viet Yen district, it can be seen that for many years, local party committees, authorities and parents have always paid attention toeducation .

Thanks to that, facilities and teaching equipment in schools, community centers... have been invested in, upgraded and supplemented to better serve teaching and learning. The quality of comprehensive education is increasingly improved.

The People's Committee of Viet Yen district proactively deploys and thoroughly grasps the directive documents of the Provincial People's Committee and the Department of Education and Training as well as issues directive documents on building a learning society.

Currently, the district has established 17 communal-level community-based learning centers. The movements of “learning families”, “learning clans”, “learning communities” (villages, residential groups), and “learning units” have developed widely, attracting a large number of people to participate.

Officials and people have the right awareness of regular learning, lifelong learning and the benefits of learning for individuals, families, clans and communities, thereby increasingly investing more in learning.

The coordination with the Association for Promotion of Education in implementing, evaluating and recognizing "Learning Families", "Learning Clans", "Learning Communities", and "Learning Units" managed by the commune level is carried out regularly, in accordance with local realities.

Last year, the district had 10/17 HTCĐ centers classified as operating well, the rest were classified as good. 73% of households were recognized as "Learning Families"; 80.4% of clans were recognized as "Learning Clans"; 84.1% of villages and residential groups were recognized as "Learning Communities"; 76% of schools, businesses... were recognized as "Learning Units".

Here, representatives of departments, branches, units of the province and locality pointed out some limitations and difficulties in terms of funding, human resources; and operating locations of the HTCĐ center. At the same time, they said that in order for the model to operate effectively, it is necessary to take advantage of the facilities and funding sources of local organizations and unions as well as the education sector to organize the activities of the HTCĐ center; to arouse the enthusiasm and responsibility of the staff doing this work.

Party committees and authorities need to grasp the activities of the community-based learning centers; seriously inspect and review the activities of each unit; select typical models for replication; regularly rotate and supplement books from libraries to community-based learning centers...

Speaking here, comrade Mai Son highly appreciated the educational activities and the community service centers of Viet Yen district. That result was achieved thanks to the dedication and responsibility of the staff working at the grassroots level.

From the important role of the Community Learning Center as a non-formal educational institution, firmly attached to the community, serving the people's need for regular and lifelong learning, to improve the quality of the model, he suggested that the locality balance and allocate funding for the activities of the Community Learning Center; review the activities of the units, strengthen the leadership, build regulations as well as clearly define the role of the Community Learning Center.

Regularly grasp the needs and learning plans of local subjects and organizations to organize appropriate learning programs. Organize rewards for the activities of the HĐCĐ center to encourage the movement. Continue to promote the effectiveness of the model of learning clans, libraries in villages and hamlets; pay attention to developing a reading culture in the community.
