Therefore, delegate So suggested that it is necessary to focus on investing in elite education, building research and training centers, creating productivity in key areas such as AI, semiconductors, renewable energy, digital economy... with the foundation of an autonomous knowledge chain to escape the middle-income trap and create a position in the value chain.
Removing barriers for the private sector
Sharing the same view, delegate La Thanh Tan (Hai Phong) also said that the private economy still faces many barriers and has not yet made a breakthrough in scale and competitiveness.
Therefore, it is necessary to soon amend the Law on Support for Small and Medium Enterprises, expanding the scope of application, such as business households transforming into enterprises, innovative start-ups, enterprises participating in industry linkages and value chains. Priority support is given to digital transformation, innovation, sustainable development, and greening of production.
Promote localization on the basis of linking enterprises with value chains, connecting with large enterprises and providing investment incentives with FDI if transferring technology and linking Vietnamese enterprises.

Removing regulatory obstacles that make it difficult for businesses and investment

According to the delegate, this is due to the provisions of the Law on Public Investment, although it has been reported but has not been processed and resolved, so payment cannot be made. Therefore, the delegate proposed to allow the application of a special mechanism to settle outstanding debts of basic construction projects, promptly removing difficulties and obstacles for the projects.
