The Agriculture and Environment sector identifies four strategic breakthroughs

The next 5 years are a period of special importance, opening up a strong transformation for the Agriculture and Environment sector to firmly enter an era of prosperous and strong development for the nation.

The stage has special significance

The 2025 - 2030 term is a period of special importance, opening up a strong transformation for the Agriculture and Environment sector to firmly enter the era of prosperous and strong development of the nation, contributing to the sustainable development of the country, towards the vision of Vietnam 2045.

With the motto of action "Solidarity - Democracy - Discipline - Breakthrough - Development", the Agriculture and Environment sector identifies 6 general goals, as the foundation for action programs in the new term.

The first and foremost goal is to build a modern, high-productivity, high-quality, efficient and competitive agricultural sector; develop based on national comparative advantages, aiming to be in the leading group in Southeast Asia and in the top 15 in the world by 2030. Along with that, food security must be firmly ensured, agricultural, forestry and fishery exports must continue to maintain high growth, and people's lives must be constantly improved.

Along with the task of economic development, the industry identifies and proactively adapts to climate change, reduces greenhouse gas emissions; exploits and uses natural resources economically, effectively and sustainably; prevents the trend of increasing pollution and biodiversity loss; ensures the quality of the living environment, towards a green economy and a circular economy.

In addition, the Agriculture and Environment sector also determined to strengthen the role of science, technology and innovation in industry growth, especially through research, transfer and application of high technology. By 2030, the contribution of total factor productivity (TFP) to the growth of the entire industry strives to reach more than 50%.

The Agriculture and Environment sector aims to expand international cooperation, effectively mobilize resources, proactively respond to non-traditional security issues such as food, water resources, minerals, climate, biodiversity, etc., contributing to affirming the role, position and interests of Vietnam in the international arena.

Another key task is to complete and modernize the system of agricultural, rural, natural resources and environmental infrastructure. By 2030, we strive to basically solve the problem of domestic water for densely populated islands, complete the system of works regulating fresh and salt water, storing water in large river basins; prevent and combat riverbank and coastal erosion, and safely adapt to climate change.

Another goal identified by the Agriculture and Environment sector is to maximize the potential and value of marine resources and space, focusing on the connection between land and sea, creating a foundation for rapid and sustainable development of the marine economy, contributing to ensuring national defense, security and sovereignty.

Strong breakthrough in infrastructure construction

To realize the above strategic goals, the Agriculture and Environment sector has clearly identified four important breakthroughs to create a foundation for development.

First of all, resolutely reform and improve institutions and laws, remove bottlenecks, and free up resources for development. Promote decentralization and delegation of power associated with accountability; strongly reform administrative procedures. Focus on developing and submitting to competent authorities for promulgation important laws, such as the Land Law, the Law on Geology and Minerals, the Law on Environmental Protection (amended), etc., to synchronize the legal system in the fields of Agriculture and Environment.

At the same time, promote breakthroughs in science and technology, innovation and digital transformation. Implement testing and piloting mechanisms for high-tech agricultural production models; complete the industry database system, with the determination to basically complete the national land database by 2025, considering this as the foundation of modern management.

Create a strong breakthrough in building synchronous and modern agricultural, natural resources and environmental infrastructure; improve the capacity to forecast and warn of natural disasters; invest in multi-purpose irrigation infrastructure; protect and develop forests; and at the same time deploy fundamental solutions to handle environmental pollution and adapt to climate change.

Finally, develop high-quality human resources, especially a team of leaders, experts, businessmen, and professional farmers, to meet the requirements of the new development stage. Focus on building a team of truly exemplary leaders with courage, intelligence, daring to think, daring to do, and daring to take responsibility.
