
Speed up land clearance
The Ring Road 2 project, Tan Vu - Hung Dao - Bui Vien street section (Ring Road 2 project) is a key traffic project of the city. On October 24, Hung Dao ward organized the second phase of land reclamation for 6 households using 5% of public land whose contracts had expired, serving the construction of the Ring Road 2 project. The reclamation process was carried out in accordance with the procedures, ensuring absolute safety, without any complicated situations. Immediately after that, the entire area of land subject to reclamation was handed over for construction.
According to Mr. Le Van Xi, Head of the Economic , Infrastructure and Urban Department of Hung Dao Ward, the total area to be recovered in the area is more than 596,000 m², involving more than 1,000 organizations, families and individuals. Up to now, the ward has cleared nearly 550,000 m² of land, handing over more than 383,000 m² to the investor. Hung Dao Ward is the locality with the largest area of land to be recovered and is making efforts to coordinate with related units to complete the site clearance according to the progress requirements.
The site clearance work of the Ring Road 2 Project encountered many difficulties due to the large area of land acquisition, the scope of many wards, many residential areas, and the complexity. Some households have not yet agreed on the compensation and support prices. In addition, the technical infrastructure system overlaps, so the construction must synchronously relocate the electricity, water, and telecommunications infrastructure, causing great pressure on the locality. However, with the strong direction of the city, the active participation of the locality, the grassroots working groups proactively propagate, grasp information, dialogue, mobilize, and create consensus among the people. Thanks to that, many long-standing problems have been resolved, and the site clearance progress has clearly changed.
According to the representative of the Hai Phong Traffic and Agricultural Construction Investment Project Management Board, up to now, about 90% of the site area has been handed over to contractors. Of which, Hai An ward has reached nearly 100%, Kien An ward has more than 90%, Hung Dao ward has reached nearly 90%. In locations that are still stuck due to underground infrastructure or assets that have not been relocated, the local authorities are coordinating with investors to complete procedures, striving to hand over the entire project in November. The accelerated site clearance progress has removed the biggest bottleneck of the project, contributing significantly to the target of disbursing public investment capital in 2025.

Determination on the construction site
Immediately after the site was cleared, contractors mobilized equipment and manpower to urgently construct the entire route. Workers worked in shifts, including night shifts, to meet the schedule. Roadbed, drainage, bridge, and culvert projects were implemented synchronously, ensuring technical and labor safety.
According to the Management Board of Investment Projects for Construction of Traffic and Agricultural Works in Hai Phong , package 19 (Tan Vu - Lien Phuong intersection) has so far achieved 13.7% of the volume, package 20 (Lien Phuong - Hai Thanh bridge) has achieved 25.25%, package 21 (Hai Thanh - Bui Vien bridge) is constructing the roadbed, package 22 (Bui Vien intersection) has achieved 20.9%, and package 23 (Duong Kinh resettlement area, 12 hectares) is completing technical infrastructure.
However, the construction process has encountered many difficulties. In recent times, prolonged rain and storms have caused many foundation, drainage and bored pile projects to be interrupted. Many sections of the route had to be temporarily stopped to handle weak foundations, prevent landslides, and ensure safety for people and equipment. In addition, the source of materials, especially sand, is scarce, prices are increasing, and transportation is difficult, causing the progress of the roadbed to be behind schedule.
Mr. Tran Quang Tien, representative of Phuong Thanh Transport Investment and Construction Joint Stock Company, the construction unit of Hai Thanh overpass, said: "The enterprise mobilized maximum equipment and human resources, and continuously constructed to ensure progress. Up to now, Hai Thanh overpass has completed 337/520 bored piles, 17/42 piers, 3/36 girder spans cast on scaffolding, and completed 136,979/367,674 m of cement-reinforced soil piles for the roadbed, with a volume value of about 636 billion VND, equivalent to 25.25% of the contract value."
According to Mr. Tien, favorable weather, timely site handover, and close coordination between the project management board, local authorities and construction units are key factors to maintain construction progress. He requested the locality to continue to speed up site clearance so that the project can be completed as planned.
With the strong direction of the city and the efforts of the local government, project management board, and contractors, the project is being implemented in the right direction and on schedule, striving to complete the entire route 19 months earlier than planned. The completed project will contribute to perfecting the strategic transport system, expanding development space and creating new growth momentum for the Port City.
