On the morning of October 31, people and vehicles traveling on National Highway 1A in Ham Thang ward - starting from Ben Loi bridge in the northern roundabout of Phan Thiet city (old) towards Phu Long, now Ham Thang ward - were unable to move due to deep flooding.

People living on both sides of the road said that in the past few days, this section of the road as well as the residential area here has not been flooded, but from last night to this morning it has been deeply flooded.
“I have lived here for many years and have never seen flooding like this. Due to the heavy rains in the past few days and the release of water from the reservoir, this place is flooded,” said a resident.
Similarly, workers in the Phan Thiet Industrial Park, not far from National Highway 1A, the flooded section, could not enter their company to work because it was also deeply flooded. At the gate of the industrial park, there were many vehicles and workers.

In another development, last night Mui Ne Border Guard Station mobilized forces and vehicles to Ham Thang ward to assist people to leave the flood area. Mui Ne Border Guard Station said that from 10:30 p.m. on October 30 to 4:30 a.m. on October 31, the force, together with Ham Thang ward authorities, evacuated about 60 people from the flood-prone area to ensure safety.
