Previously, on October 24, in the morning session, under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly held a plenary session in the Hall, listening to Chairman of the National Assembly's Committee for People's Aspirations and Supervision Duong Thanh Binh present a report explaining, accepting and revising the draft Law on Supervisory Activities of the National Assembly and People's Councils (amended). After that, the National Assembly discussed a number of contents with different opinions of the draft Law on Supervisory Activities of the National Assembly and People's Councils (amended).

At the discussion session, 19 delegates spoke and 01 delegate debated; in which, the delegates basically agreed with the Report on explanation, acceptance and revision of the National Assembly Standing Committee; at the same time, the assessment of the content of the draft Law clearly demonstrated innovative thinking in law-making: concise, easy to access and in line with the authority of the National Assembly.

In addition, in order to continue perfecting the draft Law, delegates focused on discussing: the scope of the draft Law's structure; the concept of supervision; principles of supervision activities; coordination, publicity and transparency in supervision activities; reporting responsibility of the supervision subject; authority and supervision activities of the National Assembly Standing Committee, National Assembly delegations, National Assembly deputies, People's Councils, People's Council Standing Committees, People's Council Committees, People's Council delegations; thematic supervision; questioning activities; post-supervision; monitoring and urging the implementation of resolutions, conclusions and supervision recommendations; conditions to ensure facilities, funding and human resources for supervision activities; the application of digital technology and digital transformation in supervision activities...

At the end of the discussion, Chairman of the National Assembly's Committee for People's Aspirations and Supervision Duong Thanh Binh spoke to explain and clarify a number of issues raised by National Assembly deputies.

In the afternoon session, the National Assembly held a separate meeting on personnel work under the chairmanship of National Assembly Chairman Tran Thanh Man .

The National Assembly listened to the following contents: Prime Minister Pham Minh Chinh presented a Report on supplementing the number of Deputy Prime Ministers for the 15th National Assembly term and a Report requesting the National Assembly to approve the dismissal of a number of Ministers for the 2021-2026 term. Chairman of the National Assembly Delegation Affairs Committee Nguyen Thanh Hai presented a Report on the verification of supplementing the number of Deputy Prime Ministers for the 15th National Assembly term.

Vice Chairman of the National Assembly, Member of the National Election Council Nguyen Khac Dinh presented: The National Assembly Standing Committee's report on the dismissal of the position of Member of the National Assembly Standing Committee, Secretary General of the 15th National Assembly - Head of the National Assembly Office; the dismissal of the position of Chairman of the Committee for Delegation Affairs of the 15th National Assembly; the dismissal of the position of Chairman of the Committee for Science, Technology and Environment of the 15th National Assembly; The National Assembly Standing Committee's report on the dismissal of the 15th National Assembly deputy; The National Assembly Chairman's report on the approval of the dismissal of the position of Member of the National Election Council. After that, the National Assembly discussed in Delegations on the above contents.

Next, the National Assembly listened to Chairman of the National Assembly Delegation Affairs Committee Nguyen Thanh Hai present a report summarizing the opinions of National Assembly deputies discussed at the Delegation on supplementing the number of Deputy Prime Ministers for the 15th National Assembly term; Dismissal from the position of Member of the National Assembly Standing Committee, Secretary General of the 15th National Assembly - Head of the National Assembly Office; Dismissal from the position of Chairman of the National Assembly Delegation Affairs Committee of the 15th National Assembly; Dismissal from the position of Chairman of the Science, Technology and Environment Committee of the 15th National Assembly; Approval of the Prime Minister's proposal on dismissing from the position of a number of Ministers for the 2021 - 2026 term; Dismissal of the 15th National Assembly deputies; Approval of the proposal of the Chairman of the National Election Council on dismissing from the position of Member of the National Election Council.

The National Assembly then voted to pass the Resolution on supplementing the number of Deputy Prime Ministers for the 15th National Assembly term by electronic voting, with the following results: 434 delegates participated in the vote (equal to 91.56% of the total number of National Assembly delegates); of which, 430 delegates approved (equal to 90.72% of the total number of National Assembly delegates), 2 delegates did not approve (equal to 0.42% of the total number of National Assembly delegates), and 2 delegates did not vote (equal to 0.42% of the total number of National Assembly delegates).

The National Assembly established a Ballot Counting Committee; conducted a secret ballot on personnel matters; and listened to the Ballot Counting Committee announce the results of the ballot counting on personnel matters.

The National Assembly listened to Permanent Deputy Head of the Office of the National Assembly Le Quang Manh (assigned to perform the duties of Secretary General of the National Assembly) present the draft Resolutions of the National Assembly on personnel work. Afterwards, the National Assembly voted to approve the following Resolutions:

Resolution on dismissal of Mr. Le Quang Tung from the position of Member of the Standing Committee of the 15th National Assembly; dismissal of Mr. Le Quang Tung from the position of Secretary General of the 15th National Assembly - Head of the National Assembly Office; dismissal of Ms. Nguyen Thanh Hai from the position of Head of the Committee for Delegation Affairs of the 15th National Assembly; dismissal of Mr. Le Quang Huy from the position of Head of the Committee for Science, Technology and Environment of the 15th National Assembly by electronic voting, the results are as follows: 431 delegates participated in the vote (equal to 90.93% of the total number of National Assembly delegates); of which, 431 delegates approved (equal to 90.93% of the total number of National Assembly delegates).

Resolution approving the Prime Minister's proposal to dismiss a number of Ministers for the 2021-2026 term (removal of Mr. Bui Thanh Son from the position of Minister of Foreign Affairs; dismissal of Ms. Pham Thi Thanh Tra from the position of Minister of Home Affairs; dismissal of Mr. Do Duc Duy from the position of Minister of Agriculture and Environment) by electronic voting, the results are as follows: 418 delegates participated in the vote (equal to 88.19% of the total number of NA deputies); of which 418 delegates approved (equal to 88.19% of the total number of NA deputies).

Resolution approving the proposal of the Chairman of the National Election Council on the dismissal of Ms. Pham Thi Thanh Tra, Ms. Nguyen Thanh Hai and Mr. Le Quang Tung from the position of National Election Council member by electronic voting, the results are as follows: 428 delegates participated in the vote (equal to 90.30% of the total number of National Assembly deputies); of which, 427 delegates approved (equal to 90.08% of the total number of National Assembly deputies), 1 delegate did not vote (equal to 0.21% of the total number of National Assembly deputies).

Resolution to dismiss Mr. Tran Van Thuc from the 15th National Assembly by electronic voting, the result is as follows: 422 delegates participated in the vote (equal to 89.03% of the total number of National Assembly delegates); of which, 422 delegates approved (equal to 89.03% of the total number of National Assembly delegates).

Next, the National Assembly listened to the following contents: Vice Chairman of the National Assembly Nguyen Khac Dinh presented the Report of the National Assembly Standing Committee on: Election of members of the National Assembly Standing Committee, Chairman of the Committee for Delegation Affairs of the 15th National Assembly; Election of Chairman of the Committee for Science, Technology and Environment of the 15th National Assembly; Election of Secretary General of the 15th National Assembly - Chairman of the National Assembly Office.

Prime Minister Pham Minh Chinh presented a report requesting the National Assembly to approve the appointment of Deputy Prime Ministers for the 2021-2026 term and approve the appointment of a number of Ministers for the 2021-2026 term.
