Authorities launch crackdown on sidewalk and road violations in Hanoi

On March 3, Hanoi Steering Committee 197 held a conference to deploy and launch a general inspection, handling and resolving violations of traffic safety, urban order and public order in Hanoi in 2023. The conference was held online from the main bridge at the City Police headquarters to bridge points in 30 districts, towns and 579 communes, wards and towns.

According to the plan, the general inspection is divided into 3 phases. Phase 1 starts from the implementation of the plan until February 28, focusing on propaganda and mobilizing people to comply with regulations, sign a voluntary commitment to stop violations of encroachment on sidewalks, and restore the original state of sidewalks and roads.


In the second phase (March 1-31), Steering Committee 197 will conduct a general inspection and handle violations of urban and public order, including strengthening the handling of acts of encroachment on roads and sidewalks for business, trading, and illegal vehicle parking. In the third phase (April 1-November 1), forces will continue to inspect and handle violations to prevent recurrence.

According to VTC News reporters, on the morning of March 3, right after launching, Hanoi City Police directly inspected and handled violations on central streets.

Thereby, the authorities reminded households to continue to strictly comply and not to encroach on the sidewalk.

Explaining the repeated encroachment on the sidewalk, the owner of this beverage shop confided that because the shop has a small area, he tries to take advantage of the sidewalk for business.

Seeing the presence of the police, the street vendor hurriedly carried her goods and ran away.


Most people, when they saw the police arrive, started to pack their belongings and goods inside their houses.

Minh Khai Street (Ha Ba Trung District) is a hot spot for sidewalk encroachment. Authorities have taken action to clear out violating businesses to return sidewalk space to pedestrians.

Ms. Thanh Ha (residing at Ta Quang Buu, Bach Khoa ward) said that since the ward police force started to warn and handle the situation, the situation of households encroaching on the sidewalk for business has decreased significantly. People's travel is also more convenient and easier.

"About half a month ago, the entire long street was encroached upon by households for business or a long line of vehicles occupied the entire sidewalk. Pedestrians had to struggle to maneuver, or had to move onto the roadway...", Mr. Khanh (a resident on Minh Khai street) shared.

Authorities cleared the sidewalks that were being occupied by businesses on the street.

Major Nguyen Anh Tuan - Deputy Head of Minh Khai Ward Police said that in this campaign, the functional forces will not only handle and punish people but also strengthen propaganda work, changing people's awareness about using sidewalks and roads. "We will continuously organize propaganda, guidance, and request households in the area to sign a commitment to propagate and guide on issues of public order, traffic order, and environmental sanitation. In addition, the ward police will continue to maintain the organization of inspections and handling of traffic order and safety, public order, urban order, and environmental sanitation throughout the area to ensure urban aesthetics, ensuring a green, clean, and beautiful city," Major Nguyen Anh Tuan emphasized.
