Attending the festival were leaders of the Party Committee, People's Council, People's Committee, Fatherland Front Committee of the commune; leaders of the Provincial Border Guard Command; officers and soldiers of Thu Lum Border Guard Station and people of Thu Lum village. This is the village chosen by Thu Lum commune to host the event.

The festival is organized in two parts: the ceremony and the festival. During the ceremony, delegates and people of Thu Lum village reviewed the historical tradition of the 95th anniversary of the founding of the Vietnam National United Front (November 18, 1930 - November 18, 2025); reported on the results of the Front's work in 2025; and directions and tasks for 2026.

Thu Lum village has 76 households, 430 people, 100% of whom are Ha Nhi ethnic people. Thanks to the investment and attention of the State, the lives of the people in the village are stable, currently the village has 15 poor households. In the past year, the Village Front Working Committee has propagated and mobilized people to properly implement regulations on civilized lifestyle in weddings, funerals, and festivals; each family is responsible for building a happy family, building a healthy and safe residential area. The Working Committee also regularly mobilizes households to send their children to school regularly, up to now, the rate of students going to school at the right age has reached 100%. In 2025, 61 households will achieve the title of "Cultural Family", 8 households will achieve the title of Cultural Family for 3 consecutive years.

In 2026, the key tasks identified by the Village Front Work Committee include: Continuing to effectively propagate and implement patriotic emulation campaigns and movements such as the campaign "All people unite to build new rural areas and civilized urban areas"; propagating and implementing to improve the quality of the campaign in conjunction with targeted programs of the Nation, the province and the new rural construction program. Strive to have 72 households achieving the title of cultural family in 2026, maintaining the title of cultural residential area.

Leaders of the Provincial Military Command and the Border Guard Command presented national flags to 10 typical cultural households in Thu Lum village.

On this occasion, on behalf of the provincial leaders, comrade Dang Vinh Thuy presented gifts to congratulate the people of Thu Lum ethnic groups; Thu Lum Commune People's Committee presented Certificates of Merit to 8 households with outstanding achievements in the movement of All people uniting to build a cultural life; awarded the title of cultural family to 54 households; Thu Lum Border Guard Station presented the national flag and Uncle Ho's photo to 10 typical cultural households of the village; Lai Chau Provincial Border Guard Command presented smartphones to 10 households in the commune.
