Nghe An removes obstacles to resolving citizens' petitions

On September 22, the National Assembly Delegation of Nghe An province supervised the handling of complaints, denunciations and petitions of citizens sent by the National Assembly Delegation of the province but not yet responded to in Hai Loc commune and Truong Vinh ward.

Working in Hai Loc commune, the delegation noted: the locality currently has 3 cases transferred by the Provincial National Assembly Delegation. Of these, 2 cases were transferred in 2024, under the jurisdiction of the People's Committee of the old Nghi Loc district, related to compensation and issuance of land use right certificates. Another case was transferred in September 2025, under the jurisdiction of the People's Committee of Hai Loc commune, related to environmental pollution caused by the activities of some units in the area... These are all cases that have lasted for many years, are complicated and difficult in nature.

After the new government apparatus came into operation, Hai Loc commune proactively established a petition review team, focusing on handling outstanding and arising cases in the area; clearly identifying the nature of each case; and at the same time organizing meetings, exchanges, and dialogues with citizens. However, due to many historical problems and the "discrepancy" between current legal regulations and reality, many cases could not be completely resolved. The commune has sent documents to provincial specialized departments and branches to ask for opinions on handling plans.

Through monitoring, the Delegation noted a number of shortcomings and limitations in the storage and transfer of records from the former Nghi Loc District People's Committee and old communes to Hai Loc commune related to outstanding cases... In addition, the work of receiving people and resolving complaints and denunciations is currently concentrated at the commune level, but there is no staffing level, so it must be assigned to part-time judicial officials, and there are no specialized staff to undertake it.

Regarding Truong Vinh Ward, from 2024 to now, the Delegation has transferred 8 cases to the ward. According to the report, the ward has resolved 4 cases and is continuing to resolve the remaining 4 cases. However, as of August 19, 2025, the Delegation has only received 2 response documents, and the ward has not yet grasped the settlement status of 6 cases.

In addition to monitoring the progress of handling each case, the Delegation also noted a number of difficulties and obstacles in the legal mechanisms and policies, especially in the land sector and some other sectors, which still have many shortcomings and limitations compared to reality. The system of legal documents has changed, especially the regulations related to authority, responsibility, and time to perform public duties when implementing 2-level local government. Many contents are not unified in understanding and application, while the administrative procedures and processes have not been really simplified, leading to many steps, affecting the progress and quality of handling citizens' petitions.

Based on the reports of localities and the opinions exchanged at the working session, Deputy Head of the Provincial National Assembly Delegation Thai Thi An Chung highly appreciated the initiative of the local authorities. Although in the initial stage of implementing the 2-level local government with a large workload, localities still focus on receiving people, resolving complaints and denunciations of citizens.

Sharing about the difficulties and complexities in handling petitions, especially long-standing cases related to land, compensation, site clearance, and handling of old collective housing areas, Ms. Thai Thi An Chung requested that localities strengthen coordination, regularly inform and respond to the progress of the settlement with the Provincial National Assembly Delegation to accompany and resolve the issues.

Regarding specific cases, Ms. Thai Thi An Chung requested that local authorities continue to research and properly apply legal regulations in connection with practice, increase contact and dialogue with citizens; at the same time, absorb opinions and suggest solutions from members of the Supervisory Delegation to resolve them in a reasonable and appropriate manner, in accordance with legal regulations, ensuring the rights and legitimate interests of citizens.
