In 2025, along with the Home Affairs sector nationwide, Nghe An Home Affairs sector has been focusing on advising, arranging, streamlining the organizational apparatus and resolving policies and procedures, streamlining the payroll. Accordingly, on February 17, 2025, Nghe An Department of Home Affairs issued Instruction No. 352/HD-SNV on implementing policies and regimes on early retirement and resignation for cadres, civil servants, public employees and workers in implementing the arrangement of the organizational apparatus of the political system in agencies and units under the management authority of Nghe An Provincial People's Committee according to Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government.

Comrade Nguyen Viet Hung - Director of the Department of Home Affairs said: The Department of Home Affairs identified this as a big problem, and the implementation in a short time has encountered many difficulties. The Department of Home Affairs has instructed agencies and localities to carefully review and consider the right subjects for policy leave according to regulations, not to let the situation of widespread leave happen, and at the same time focus on retaining competent officials to ensure the quality of the staff and civil servants. Together with the Department of Home Affairs, related units have arranged for civil servants to work all day on Saturday and Sunday to ensure the completion of payment and settlement for the subjects.
In addition, the Department of Home Affairs sent a working group from the Nghe An Department of Home Affairs to directly visit communes that suffered heavy damage after storm No. 3 to review documents to resolve the regime for non-professional commune-level workers who quit their jobs after implementing the 2-level local government according to Decree No. 154/2025/ND-CP of the Government, to help civil servants in remote mountainous communes not have to go directly to the Department of Home Affairs to submit documents.
As of October 3, 2025, the Department of Home Affairs has approved the retirement of 2,398 part-time workers; 26 civil servants and public employees of departments, branches and communes according to Decree 154/2025/ND-CP with an estimated amount of more than 412 billion VND. The settlement amount is currently being appraised and submitted to the Provincial People's Committee.

In order to ensure financial resources to pay for the subjects according to Decree No. 178/2024/ND-CP based on the results of the dossier appraisal of the Department of Home Affairs, the Department of Finance synthesizes the needs, makes budget estimates, reports to the Provincial People's Committee on the needs, balances the budget and arranges funds for payment according to regulations.
Comrade Dau Thi Minh Loan - Deputy Director of the Department of Finance said: Implementing Decree No. 178/2024/ND-CP, Decree No. 67/2025/ND-CP, the Politburo requires localities to complete before October 15, 2025. However, the deadline given by the Government to localities is before October 10, 2025. Nghe An Department of Finance identified this as an urgent task, and directed relevant departments and offices to proactively and actively determine specific work content, deadline, progress of completion, complete procedural documents according to regulations and send them to the State Treasury of Region XI to make payment and ensure completion before October 10, 2025 to ensure the legitimate rights of cadres, civil servants, public employees and workers.
"At the same time, the Department of Finance has issued a document requesting units to urgently review and complete the payment by October 10, 2025, in accordance with the schedule required by the Central Government. At the same time, the Department continuously updates data daily to promptly report to the Ministry of Finance. Although the province does not have additional financial resources from the Central Government, the province has proactively allocated salary reform resources to ensure financial resources to carry out this task" - the Deputy Director of the Department of Finance emphasized.

As the payment implementing unit, implementing the direction of the Central Government, the Official Dispatch of the General Director of the State Treasury of Vietnam, the State Treasury of Region XI clearly identifies the payment and disbursement of policies and regimes for subjects affected by the reorganization of the apparatus as prescribed in Decree No. 178/2024 of the Government (amended and supplemented in Decree No. 67/2025) as a top priority political task, which requires focused leadership, direction and timely, effective implementation.
Accordingly, the unit prioritizes the processing of payment records for subjects affected by the organizational arrangement as prescribed in Decree No. 178, and absolutely must not let the records remain pending beyond the prescribed time limit; progress is reported daily. At the same time, to meet the requirements of work progress, the State Treasury of the regions coordinates with commercial banks where accounts are opened to ensure smooth and timely payment to beneficiaries.

In that spirit, the State Treasury of Region XI strives to complete the payment to the subjects according to Decree No. 178/2024 compared to the estimate assigned by the People's Committee of Nghe An province within the time limit prescribed by the Government.
According to the report of the Treasury of Region XI, by the end of October 9, 2025, the unit had disbursed VND 3,886,831 billion to 3,500 beneficiaries under Decree 178/2024/ND-CP and Decree 167/2025/ND-CP. Of which, the number of beneficiaries supported by the central budget is 770 people with VND 1,138,609 billion; the local budget is 2,730 people with VND 2,748,222 billion.
Preferential policies
Our Party and State are promoting the policy of streamlining the state apparatus. That means that a number of civil servants will have to resign. In the context of administrative reform and state apparatus reorganization, implementing policies for workers, especially cadres, civil servants, and public employees who retire early, has become a very important issue and is of great concern to many people.

One of the notable policies, clearly demonstrating the humanity and rationality of our Party and State, is the early retirement policy stipulated in Decree No. 178/2024/ND-CP (amended in Decree No. 67/2025/ND-CP) dated March 15, 2025 of the Government on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the reorganization of the political system. This policy demonstrates respect and recognition of the contributions of cadres, civil servants, public employees and workers, especially those who have worked for a long time but retired early.
According to this Decree, cadres, civil servants, public employees, and workers who retire early under Decree 178/2024/ND-CP will not have their pensions deducted, and will receive an additional support. These supports help cadres who retire early to have enough financial conditions to retire without too much difficulty.
The issuance of policies has contributed significantly to motivating and creating conditions for retired cadres, civil servants and public employees to have an additional source of funding to stabilize their lives. At the same time, it has created favorable conditions for agencies, organizations and units to arrange, streamline the organization and restructure the cadres, civil servants and public employees.
With nearly 30 years of working experience, before retiring, Ms. Nguyen Thi Thu held the position of Permanent Deputy Head of the Inspection Committee of the Party Committee of Nghe An Province's Party Agencies. Although she still had nearly 9 years to retire and still met the conditions for re-election, she decided to retire early.
"When studying the provisions of Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system. I found this to be a very humane and superior policy for those who retire early, the policy has helped those who voluntarily retire feel secure when leaving the apparatus, making way for the younger generation. The quick payment creates favorable conditions for workers to enjoy the regime in a timely manner" - Ms. Thu shared.
Implementing the policies of the Central Government, all levels and sectors in Nghe An province make efforts to support cadres, civil servants and public employees who wish to retire. At the same time, the province ensures timely and full payment of regimes and policies in accordance with the law, effectively using the State budget.

On October 7, Comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee signed Official Dispatch No. 10636/UBND-KT on payment of policies and regimes according to Decree 178/2024/ND/CP (amended in Decree No. 67/2025/ND/CP).
Accordingly, the Department of Finance is assigned to preside over and coordinate with the Department of Home Affairs, State Treasury of Region XI; People's Committees of communes, wards and related units to promptly and fully implement the instructions of the Ministry of Home Affairs in Official Dispatch No. 9012/BNV-TCCB dated October 6, 2025; advise the Provincial People's Committee on the contents under its authority in accordance with the procedures and regulations to ensure the completion of policy and regime payments before October 10, 2025; advise the Provincial People's Committee to report the results to the Ministry of Home Affairs before 3:00 p.m. on October 10, 2025.
