Speaking at the launching ceremony, Deputy Director of the Department of Health Nguyen Van Nam also stated that the situation of drowning due to swimming in ponds, lakes, rivers and streams in Nghe An province is on the rise and is at an alarming level.
Most of the incidents occurred because children did not know how to swim and lacked safety skills when participating in water activities. Therefore, popularizing life skills and organizing swimming lessons for children are necessary solutions, contributing to limiting tragic accidents.

In particular, it is necessary to strengthen inspection and examination work, promptly commend typical examples, strictly handle violations of children's rights, and ensure the implementation of policies with the right people, the right jobs, and the right responsibilities.

Nghe An province currently has 926,216 children (accounting for 27% of the population), of which over 13,000 children are in special circumstances and nearly 132,000 children are at risk of falling into special circumstances.
Currently, most children receive comprehensive health care; 100% of children under 6 years old are granted free health examination and treatment cards by the State at public health facilities; children of school age are fully enrolled at all levels.
However, at present, the situation of children being abused, dying from drowning, traffic accidents and even risks from the online environment is still complicated. There are still many children suffering from congenital heart disease and other serious illnesses. Children's participation rights have not been given due attention. Children still lack playgrounds, knowledge, life skills and self-protection skills. Children's forums have not been organized regularly and widely.
