Listen to people, speak so people understand, make people trust in Bac Kan

In February 2022, the Standing Committee of the Bac Kan Provincial Party Committee issued Directive No. 15-CT/TU on improving the quality of mass mobilization work in the locality. In February 2023, the Bac Kan Provincial Party Committee continued to issue Project No. 06-DA/TU on improving the quality and effectiveness of grassroots mass mobilization activities in the province, period 2023-2025. Through the implementation of specific solutions according to the requirements of Directive No. 15 and Project No. 06, the quality of mass mobilization work in Bac Kan has had positive changes.

Administrative reform is identified by Bac Kan as a key area, clearly demonstrating and concretizing the motto "people know, people check". The Provincial People's Committee directs agencies and units to implement administrative procedure settlement according to the principle of "no waiting"; return results immediately after administrative procedures are settled, not waiting until the deadline to return through the use of forms such as texting, calling, returning by post, etc.

Ms. Ly Thi Canh, Song Cau Ward (Bac Kan City) has just completed the procedures for issuing and changing her citizen identification card. For family reasons, after completing the procedures at the one-stop office, she had to go to Hanoi to live with her daughter. “After a short time, I received a call from a police officer at the one-stop office of the Provincial Public Administration Service Center informing me that I had a citizen identification card. Hearing my reason, the police officer on duty wrote down my address in Hanoi and sent me the citizen identification card by post,” Ms. Canh said.

For many years now, the Political Department (Bac Kan Provincial Military Command) has organized a “4 together” interdisciplinary working group (eating together, living together, working together, speaking the ethnic language together) in remote areas, remote areas, and areas with especially difficult ethnic minorities. Every year, the unit deploys two working groups, each group has 25 officers and soldiers to remote, remote, and difficult communes to help people build rural roads, dredge intra-field canals, and eliminate temporary houses, etc.

Major Vuong Van Thanh, Assistant to the Mass Mobilization Department (Political Department) said that the working groups all have soldiers who are ethnic people and know the ethnic language. In addition to supporting infrastructure construction activities, the groups propagate, mobilize, and disseminate laws so that people can understand, grasp, and implement them.

According to Mr. Vu A Ngai, Head of Ta Han Village (Xuan Lac), the soldiers came down to help the people with small tasks such as guiding them on how to grow vegetables and raise chickens, as well as big tasks such as leveling and building new houses. The villagers were guided and explained about the law; they always trusted the cadres and soldiers.

According to the assessment of the Bac Kan Provincial Party Committee, after 3 years of implementing Directive No. 15, there have been clear changes in building and consolidating people's trust. The Provincial Party Committee Standing Committee assigned leaders of provincial departments, branches and sectors to monitor and take charge of communes and towns, and attend grassroots Party cell meetings to promptly inform and propagate new policies of the Central Government and the province to the grassroots.

According to the assessment of Bac Kan Provincial Party Committee, after 3 years of implementing Directive No. 15, the building and strengthening of people's trust has had clear changes.

The province directs agencies and units to focus on selecting and defining specific tasks and contents in building a skillful mass mobilization model. The models must be associated with the implementation of goals, tasks, and solutions for annual socio-economic development; associated with targets and tasks of resolutions of Party congresses at all levels, plans to implement national target programs, key projects and works, compensation, site clearance, resettlement, etc.

The number of skillful mass mobilization models has increased compared to the set target. The province currently has 1,006 skillful mass mobilization models in building the Party, government, Fatherland Front, organizations, union members, and association members; 2,086 models in administrative reform, building offices, improving the quality of party members, cadres, civil servants, and public employees in performing public duties; 4,380 models in building new rural areas and civilized urban areas; 142 models in preserving and promoting national cultural identity, community solidarity associated with tourism and service development.

Implementing the principle of “doing, checking and supervising”, Bac Kan province has carried out inspection and supervision of mass mobilization work in conjunction with inspection of the implementation of democracy regulations at the grassroots level. Difficult tasks in Bac Kan, such as land acquisition, site clearance for key projects, merging and renaming villages, residential groups, and merging communes, have all been supported by the people, ensuring time and progress, without mass complaints.

According to comrade Ma Nhat Hoai, Deputy Head of the Propaganda and Mass Mobilization Department of Bac Kan Provincial Party Committee, the implementation of Directive No. 15 has improved the quality of mass mobilization work, meeting the requirements of the new situation. The contingent of cadres and civil servants assigned to be in charge of mass mobilization work ensures quantity and quality; well implements the style of "being close to the people, respecting the people, understanding the people, learning from the people and being responsible to the people; listening to the people, speaking so that the people understand, making the people trust". This is the basis for the locality to increasingly better perform socio-economic tasks.
