Most of Vietnam's private enterprises are small, medium and micro enterprises - a "weak" group in the face of the wave of deep economic integration. This type of enterprise is under great pressure in competition, not only in the export market but also in the "home field", especially with FDI enterprises with strong potential. In order for Vietnamese enterprises to grow, Resolution 68/NQ-TW dated May 4, 2025 of the Politburo on private economic development (Resolution 68 for short) in addition to the task of forming and rapidly developing large and medium enterprises, private economic groups of regional and global stature, also focuses on providing substantial and effective support for small, micro and household businesses. This is practical content because small and micro enterprises have small scale and production capacity, and production organization is difficult to meet international standards.

In Ha Tinh , private enterprises are mainly small and micro-sized, along with a large number of business households, so this policy is highly anticipated for practical application.
Mr. Nguyen Tien Trinh - Vice Chairman of the Provincial Business Association, Chairman of the Ha Tinh Young Entrepreneurs Association said: “The whole province currently has more than 6,800 operating enterprises, of which 90% are private enterprises, mainly small, medium and micro enterprises. With open policies to attract investment in the area, the number of newly established enterprises in recent years has increased quite strongly. However, the concern is that the "health" of Ha Tinh private enterprises is still limited; the scale of resources, quality of human resources, product brands, competitiveness in the market... are still modest. Many enterprises are not even eligible to access bank loans, so their operations are very difficult. With the goal of creating a "support" for the private economy , helping private enterprises "take off", Resolution 68 has outlined many support policies, paying special attention to small, micro and household businesses - types of businesses that still face many difficulties. Toan Thang Transport Company (Ky Trinh Ward, Ky Anh Town) is a small business operating in the field of transport services with 10 vehicles running on the Ha Tinh - Quang Tri route. The business's revenue is about 20 billion VND/year, creating regular jobs for 10 local workers.

Mr. Nguyen Anh Tuan - Director of Toan Thang Transport Company shared: "Enterprises have to "swim" on their own in all aspects, facing fierce competition with domestic and foreign car companies, so they always have to focus on investing in vehicles, management software, and digitalizing businesses to meet requirements, which is costly. Therefore, when Resolution 68 specifically supports small and micro enterprises, we are very excited. When Resolution 68 is implemented, the unit will be provided with free digital platforms, shared accounting software, legal consulting services, training on business administration, accounting, tax, human resources, and law - these are practical contents for the development of enterprises".
According to Mr. Nguyen Anh Tuan, small enterprises have limited financial scale, while banks lend based on collateral, so there are many difficult times in terms of cash flow. Resolution 68 encourages financial and credit institutions to lend based on the assessment of production and business methods, plans to expand output markets, and loans based on data, cash flow, value chains, etc., which will open up opportunities for flexible access to capital, helping enterprises to effectively rotate investments.
Resolution 68 also pays special attention to newly established young enterprises when facing challenges such as lack of experience, weak financial capacity, etc. Accordingly, the State has special mechanisms and policies to support small and medium enterprises; abolish business license fees; exempt corporate income tax for small and medium enterprises in the first 3 years of establishment.

Ms. Nguyen Thi Huyen Trang - Director of Linh Trang Trading and Service Company Limited (Ha Tinh City) shared: “We operate in two areas: Tam Thien Huong agarwood production and trade and services. The enterprise has not been established for long, so its potential is still difficult, lacking production and business premises; the area of about 100m2 is both a production place and an office, a store to display and consume products. We have requested to rent land at Thach Dong Industrial Park but it has not been resolved. Resolution 68 will create opportunities for the unit to access land, increase production scale and operating capacity”.
One of the highlights of Resolution 68 is the policies to support business households. The State will review and perfect the legal framework for individual businesses; minimize the gap, create all favorable conditions for management organization and financial and accounting regimes to encourage business households to transform into enterprises. At the same time, promote digitalization, transparency, simplification, ease of compliance, ease of implementation of accounting, tax, insurance regimes... to encourage the conversion of business households to operate under the enterprise model.
In addition, the State will eliminate the lump-sum tax for business households by 2026 at the latest. Economic experts say that eliminating the lump-sum tax for business households is a breakthrough, opening up great opportunities to make the business household sector healthy and transparent, creating a fair competitive environment, preventing tax losses and helping business households have a better position in the market.
Ha Tinh currently has more than 53,000 business households, so these support policies are of interest to business households.

Mr. Nguyen Duy Bay - Owner of Bay Trang Supermarket (Nghen town, Can Loc) shared: “We sell a variety of fashion items, household appliances, milk, confectionery, etc., creating jobs for 60 workers. When Resolution 68 is implemented, it will help us do business more conveniently, providing free digital platforms, shared accounting software, legal consulting services, management training, accounting, and human resources. In addition, the lump-sum tax for business households will also be eliminated by 2026 at the latest. This content will be difficult to implement initially, but if implemented well, business households will have access to preferential credit, minimizing legal risks. Management by electronic invoices also helps business households control their operations and revenue well.”
Resolution 68/NQ-TW will be an important boost to help the private economic sector, especially small and micro enterprises and business households in Ha Tinh, make a breakthrough. When policies are implemented synchronously and effectively, they will create conditions for access to resources, technology and markets, thereby enhancing competitiveness, unlocking the potential for local economic development and making sustainable contributions to the national economy.
