In early May 2025, General Secretary To Lam, on behalf of the Politburo, signed and issued Resolution No. 68-NQ/TW on private economic development. On this occasion, a reporter from the Industry and Trade Newspaper had an interview with Mr. Pham Tan Cong - Chairman of the Vietnam Federation of Commerce and Industry (VCCI) about the contents stated in the resolution.
Resolution 68-NQ/TW: New development opportunities for the private economy
- As a representative of the largest business community in Vietnam - the Vietnam Federation of Commerce and Industry (VCCI), how do you evaluate the fact that General Secretary To Lam has just signed and issued Resolution 68-NQ/TW on private economic development on behalf of the Politburo?
Mr. Pham Tan Cong: Resolution 68-NQ/TW on private economic development, recently signed and issued by General Secretary To Lam on behalf of the Politburo, can be said to be a breakthrough, opening up enormous development opportunities for the Vietnamese private economic sector in the coming time.

This is also a resolution that the business community has been waiting for and expecting for a long time, so when it is issued, it will be like a "push", an inspirational message for business people, businesses and the whole society. Opening up new spaces for the whole society to unite and mobilize resources to contribute to the socio-economic development of the country.
In addition to innovation in thinking, Resolution 68-NQ/TW also pays special attention to perfecting institutions and improving the investment and business environment, aiming to facilitate people and businesses to actively put their capital and resources into socio-economic development, creating double-digit economic growth acceleration for Vietnam in the coming years.
- You said that Resolution 68-NQ/TW has created a "push" and inspired businesses and entrepreneurs. Can you share more specifically about this opinion?
Mr. Pham Tan Cong: It can be said that the business sector, including private enterprises, always nurtures the desire for development. However, due to the lack of breakthrough policies, the resources of people and businesses have been deposited in banks or used to invest in gold and real estate.
Resolution 68-NQ/TW has untied this knot, cleared the bottleneck so that the resources of the people and businesses can really start to enter the economy more strongly. Because after 40 years of renovation, the economic resources of the people have changed a lot, but have not been exploited effectively. Resolution 68-NQ/TW will clear that flow and inspire the people and businesses.
Specifically, Resolution 68-NQ/TW has recognized and placed the position and role of the private economy as the most important driving force of the economy. In addition, the state economy plays a leading role. This is an acknowledgement and inspiration for businesses and entrepreneurs, plus mechanisms to facilitate the development of the private economy have also been introduced with very strong reforms from the business environment, mechanisms to create capital, mobilize resources and then develop human resources for businesses.
A very important condition when we want to develop the economy based on science and technology is human resources. Previously, in May 2024, the Politburo issued Resolution 41-NQ/TW on promoting the role of entrepreneurs in the new situation. Resolution 41-NQ/TW set out requirements for a safe business environment for entrepreneurs and businesses to develop, without criminalizing normal economic activities.
This content has also been mentioned in Resolution 68-NQ/TW, which helps businesses and entrepreneurs not only be excited but also feel secure and safe when participating in investment and business activities. This is also a very important point.
Along with that, the solutions proposed in Resolution 68-NQ/TW are very comprehensive and comprehensive. Efforts in implementation, bringing Resolution 68-NQ/TW into life
- With Resolution 68-NQ/TW, it can be said that 'the road has opened ' and the opportunity for private enterprises to break through is very wide open. So from the perspective of representing the business community, what solutions and actions will VCCI have in the coming time to concretize the contents stated in the resolution, sir?
Mr. Pham Tan Cong: Resolution 68-NQ/TW can be said to be a "road-clearing" order for the private economic sector, but its effectiveness for businesses and entrepreneurs depends on the implementation and institutionalization of the resolution into life. That is a very difficult step and depends on the strong participation of the entire political system as well as the awareness of each cadre in the process of implementing the resolution.
In that context, the role of organizations and business associations such as VCCI is extremely important. VCCI will be the bridge between the Party, the State and the business community. Activities such as improving the Provincial Competitiveness Index (PCI), providing the business community's perspectives on the quality of economic management of localities will continue to be implemented by VCCI, contributing to improving the business environment.
In the coming time, VCCI and business associations will promote their role as a bridge between businesses and authorities, actively reflect the opinions of businessmen and businesses in implementing Resolution 68-NQ/TW, and are determined to bring Resolution 68-NQ/TW into life through listening to the opinions of people and businesses. From there, recommend the Party and Government to promptly adjust and organize the successful implementation of Resolution 68-NQ/TW.
- With Resolution 68-NQ/TW, the Politburo has placed the private economy in the "central" position in the country's economic development. So, in your opinion, what do private enterprises need to do to be worthy of that position?
Mr. Pham Tan Cong: The Party and the Government have placed the private economy as the most important driving force, that is the State's expectation for the private economic sector. So the responsibility of the private economy and private enterprises now is to affirm that the private economy is the greatest driving force of the economy.
I personally believe that with agility, sensitivity and a sense of responsibility for business and capital invested, the private sector will be able to take on that role and Vietnam's economy will become more efficient. Advances in science and technology will be applied more quickly and the competitiveness of each enterprise and the economy will also be enhanced.
