At the ceremony, Associate Professor Dr. Nguyen Ba Chien, Director of the National Academy of Public Administration, congratulated 17 new PhDs in Public Management and 266 new Masters in the following fields: Public Management; Finance - Banking; Constitutional Law and Administrative Law; Economic Management; Public Policy.

Sharing with the new PhDs and Masters, Mr. Chien said that the new PhDs and Masters have overcome a challenging period to gloriously enter the path of science. “But I believe that this is just one of the important milestones on the long journey ahead. The goal that you need to continue to strive for is to make specific contributions to the cause of national development, to the goal of building a professional, responsible, dynamic and talented civil service, contributing to the scientific career of the industry and field of expertise you are pursuing with an innovative and creative mindset, with a scientific working style,” Mr. Chien said.

Mr. Chien also expressed his hope that the new PhDs and Masters will be an example for future generations of students, graduate students and researchers to follow, first of all, an example of lifelong learning and research awareness, always striving to practice, strive and contribute to the sustainable development of the country.

Mr. Trieu Van Cuong, Deputy Minister of Home Affairs, said that the training of doctoral and master's degrees at the National Academy of Public Administration has many special features. Because the students of the academy are not only those who want to become scientists, but also many of them are cadres, civil servants, and public employees who want to improve their specialized knowledge to perform public duties, perform tasks with higher quality, and improve the depth of knowledge in consulting work, leadership and management. Therefore, the training of doctoral and master's degrees at the Academy in this aspect contributes to creating sources and improving the quality of human resources for the public service and the political system in the long term.

Because of this special nature, Mr. Cuong suggested that the academy needs to be more clearly and fully aware of its role and responsibility in training.

Specifically, the academy needs to improve the quality of its teaching staff for doctoral and master's degrees. "If doctoral and master's training is truly to be elite training, each teacher must be the elite of the elite, must be the best, most profound, most intelligent teachers."

In addition, continue to innovate postgraduate teaching methods, promote the highest level of self-awareness, self-study and self-research spirit of learners. “Scientific research is an arduous journey and there is no shortcut to the pinnacle of knowledge. Postgraduate training is not only a process of improving knowledge but also a process of developing higher self-study and self-research capacity, so that learning and research become a lifelong job”.

At the same time, it is necessary to ensure that the training process is in accordance with regulations, scientific, strict and serious. “Based on the provisions of the law on enrollment and training, the Academy needs to specify the training process, have a mechanism for close supervision and monitoring. That is also an important basis to ensure the quality of postgraduate training, and at the same time help graduate students and postgraduate students see the professionalism and standards in training management,” said Mr. Cuong.

Mr. Cuong also suggested that each new doctorate and master's degree holder continue to maintain their passion for scientific research, apply knowledge to practical work, innovate working methods, always worry about the common cause, become an excellent cadre in terms of intelligence and ethics, contributing to improving the efficiency of the agency or unit where they are working. "Today's knowledge may become outdated tomorrow. Obtaining a doctorate or master's degree is not a point of completion or a stopping point, but it is the starting point of a new journey for you to continue conquering new heights," said Mr. Cuong. The Deputy Minister hopes that the new doctors and masters, regardless of their position, will always try, make efforts, promote their talents and creativity, and contribute more to the country.
