Mr. Phan Van Dung, a lobster farmer in Song Cau ward, said: Raising shrimp on floating cages, when I wake up in the morning I see the sea, but I have never seen a storm as strong as this one. Hearing the radio report that the storm was at level 17 made me panic, but many other people and I were happy after selling our shrimp. Many shrimp farmers have gone to the mainland to avoid the storm.

Ms. Tran Thi Xinh, a shrimp farmer in Xuan Dai ward, shared: The storm is about to hit, so everyone is trying to sell. Now, we are leaving our cages and going ashore to avoid the storm. Looking out to sea from the mainland, waves are crashing in, the sky is black, looking at the sea is starting to make us feel scared.

According to the People's Committee of Xuan Dai Ward, the locality currently has 537 rafts/27,000 lobster cages, with about 1,500 workers working. The workers went ashore before the storm hit.

In Tuy Hoa and Phu Yen wards, it is recorded that people have proactively implemented measures to prevent storm No. 13. People living along the coast in areas at risk of high tides have moved their belongings and bought necessities to store for storm prevention.

Ms. Phan Thi Huong, in Phu Yen ward, said: I went to buy solar-powered light bulbs to prevent storms and power outages. Mr. Tran Van Dung, in Tuy Hoa ward, said: Fishermen's boats have been brought to a safe place. The residential area along Tuy Hoa embankment is now worried about big waves and high tides.

According to the update from the Dak Lak Provincial Hydrometeorological Station, Dak Lak province has heavy to very heavy rain with rainfall in the eastern communes and wards (Tuy Hoa, Son Hoa, Song Hinh, Tay Hoa, Phu Hoa, Dong Hoa, Tuy An, Dong Xuan, Song Cau) from 200-300mm, some places over 400mm/period. Water levels on rivers and streams in the province are at approximately alert level 1.

Coastal areas have waves 4-6m high, near the storm center 6-8m high, rough seas. Coastal areas of Dak Lak province have storm surges of 0.3-0.6m high. On land, from the afternoon of November 6, coastal areas of Tuy Hoa, Dong Hoa, Son Hoa, Song Hinh, Song Cau, Tuy An, Dong Xuan have strong winds of level 5-6, then gradually increasing to level 7-9, gusting to level 10-12. Deep inland, including communes and wards from M'Drak to Ea Sup have winds of level 5-6, gusting to level 7-8.

Chairman of Dak Lak Provincial People's Committee Ta Anh Tuan said that all households in areas at risk of flooding and landslides will be relocated to safe places. In Song Cau and Xuan Dai wards, two coastal areas with a focus on aquaculture, especially lobsters, storm prevention work has been urgently deployed. Militia, police and army forces have been mobilized to support people in securing their houses, cutting down trees, and moving property and vehicles to safe places.
