In recent days, people in Dong Ky village, Tu Son city, Bac Ninh province, have been stirred up by the news that tens of billions of dong have been lost from the relic fund.
On the morning of April 19, speaking with VietNamNet reporter, Mr. Nguyen Tien Quyet, Vice Chairman of Dong Ky Ward People's Committee, said that the unit had reported the incident to Tu Son City People's Committee and the leaders of Tu Son City Police (Bac Ninh), and had directed the Relic Management Board to hold a public meeting and report the incident to all the people and authorities.
"After receiving information from a number of sources about the Dong Ky Village Relics Committee showing signs of violations in the management and use of funds, the Ward People's Committee has decided to establish an inspection team to inspect the management of donations and sponsorship funds from the people of Dong Ky Ward," said Mr. Quyet.
According to Mr. Quyet, the Ward People's Committee has requested the representative of the Relic Management Team (village relic board) and Mr. Duong Van Hung - Head of the monitoring team, to urgently inspect the amount of money in the Fund managed by the Relic Management Team and co-ownership of the savings books.
Mr. Hung said that on the 27th of the second lunar month, the Dong Ky village relic management board elected new positions including: Mr. Nguyen Van Dan (head of the board), Mr. Nguyen Khanh Chan (accountant), Mr. Duong Van Hung (head of the monitoring team) and Mr. Duong Van Muoi (treasurer).
All four people jointly own all the savings books from the people's fund, worth about 57 billion VND. This is the amount of money that Dong Ky people used to sell the Dalbergia tonkinensis tree in the communal house and set up the savings books.
Afterwards, the relic management board discovered violations in fund management: The book was in only one person's name; only 2 out of 17 savings books remained, 15 books were mortgaged.
The treasurer of the Dong Ky village relic management board mortgaged savings books worth 53.3 billion VND to borrow over 48.6 billion VND and then lent it to others, and has not been able to recover it yet.
At the meeting on the afternoon of April 16, Mr. Duong Van Muoi said that for the 2021-2023 term, he will be the treasurer, and Mr. Duong Van Hoa will be the Head of the Monuments Committee and account holder.
"At the beginning of 2021, Mr. Hoa asked to borrow several hundred million. I said this was the people's money, not mine, but Mr. Hoa said he would borrow it for a few days and then pay it back. After paying it back, Mr. Hoa asked to borrow several billion for personal use. Because I respected Mr. Hoa as the head of the committee and the account holder, I lent it to Mr. Hoa," said Mr. Muoi.
Explaining to the people, Mr. Duong Van Hoa confirmed that he borrowed more than 48.65 billion VND from Mr. Muoi. After that, he lent Ms. Ngo Thi Phuong D. 39.45 billion VND and Mr. Nguyen Van D. 6.6 billion VND.
"I will fix it to pay the people both principal and interest within two years, without losing the people's money," Mr. Hoa promised the people of Dong Ky.
Speaking with VietNamNet reporter, Mr. Nguyen Van Dan - Head of Dong Ky village relic management board said that on December 18, 2023, he received the handover between the old and new relic management boards, and at the same time admitted that he was subjective and the handover was not strict.
According to Mr. Nguyen Tien Quyet, Vice Chairman of Dong Ky Ward People's Committee, the Ward People's Committee has taken many measures to reassure the people because the money can still be recovered. Up to this point, the people have not yet submitted a petition to the authorities.
