What is the reason that the longest sea-crossing bridge in the Central region is behind schedule?

After more than 3 years of construction, the Thuan An sea bridge - the longest sea bridge in the Central region - has been completed, located at the eastern seaport of Hue City. However, the southern approach road to the bridge is still stuck with more than 1.1km of clearance, causing the project to be delayed to the finish line in 2025. The Thuan An sea bridge project was started in 2022 with a total investment of 2,400 billion VND from the central and local budgets. This project is part of the Hue City coastal road project (with a total investment of up to 3,500 billion VND, nearly 22km long), of which the bridge and approach road are more than 7.7km long, the Thuan An sea estuary overpass is about 2.36km long and the traffic route is about 5.3km long.

When the project was launched, the joy of the people living near Thuan An estuary was indescribable because for hundreds of years, people on both sides of the bridge had to rely on ferries to travel across the dangerous estuary, especially during the rainy and stormy season. Mr. Le Chay (resident of Thuan An ward) said that since the bridge was completed, every day he rode his motorbike up to the bridge to enjoy the cool breeze, take photos, record clips and send them to friends and relatives far away to see...

Up to now, Thuan An sea bridge is the longest seaport bridge in the Central region with 4 lanes, the main span is 23.5m wide. According to the design, the bridge can handle ships with a load capacity of more than 5,000 tons. According to the reporter of CAND Newspaper, up to now, Thuan An sea bridge is basically completed. The bridge surface is paved with asphalt concrete, the railing system is made of anti-corrosion materials for the marine environment, the railing edge is made of reinforced concrete, the sidewalk is paved with terrazzo tiles, road markings, the traffic lighting system on the bridge has been basically completed... Thuan An bridge stands out with 2 giant A-shaped cable-stayed structures, creating a highlight for the bridge from afar at the seaport. Currently, the project has reached about 87% progress...

The Thuan An sea bridge project started in March 2022 and was scheduled to be completed in March 2025, but was later extended to the end of December this year. According to the plan, the bridge was to be technically opened to traffic on September 2, but it was delayed.

The reason is that the road leading to the bridge in the South has not been completed due to land clearance problems, making it impossible for the project to be completed in 2025. During the inspection of the Thuan An sea-crossing bridge project in mid-October 2025 to serve as a basis for the plan to open the section from the beginning of the route to the Hoang Sa intersection in 2025, the State Acceptance Council did not agree to allow the opening of traffic because the current Hoang Sa road is too small and does not meet the traffic requirements of the project.

Project Management Board (PMU) of Investment and Construction Area 1 - the unit in charge of site clearance, said that to implement site clearance for the project, the State has reclaimed about 317,000m2 of land. Of which, in the area south of Thuan An bridge, about 121,000m2 were reclaimed, affecting 4.1ha of protective forest land, with 300 built graves and houses and structures of about 229 households. Currently, the northern approach road to Thuan An sea bridge has basically been compensated, cleared and is being completed.

In the south of the bridge (in the old Thuan An ward), there is still about 1.1km of road that cannot be cleared and handed over to the construction unit. This is the reason why the longest overpass bridge in the Central region cannot be opened to traffic. According to Mr. Nguyen Van Cuong, Deputy Director of the Project Management Board (QLDA) of traffic construction in Hue City, more than 40 households in the south of the bridge are ready to hand over the land for construction. But the biggest problem now is that resettlement land has not been arranged for households, so people cannot hand over the land to build the access road.

Mr. Bui Ngoc Chanh, Head of the Compensation, Site Clearance and Land Fund Development Department, Project Management Board of Construction Investment Area 1 - Hue City, said that according to the plan, the remaining 1.1km will be handed over to the construction unit by the end of October 2025. According to Mr. Chanh, there are still 49 households lacking resettlement land. Hue City People's Committee has agreed on the policy of adjusting resettlement area B5 and adding resettlement area C6 with an area of ​​2.15 hectares to arrange resettlement for people.

For the households that have not been allocated land for resettlement, the unit will work to support them in renting houses to hand over the land for the project. When the resettlement investment is completed, people will be arranged to build and stabilize their lives. "Since the information about the sea bridge project is about to be implemented, people affected by the project have supported it. But for many months now, many households in the clearance area have not been allocated land to build houses. We just hope that the State will soon arrange resettlement so that people can soon settle in the new land," a household affected by the project shared.

Thuan An Bridge is a special traffic project in Hue City with the expectation of connecting smoothly with the national coastal road system, contributing to promoting socio -economic development, forming a coastal and lagoon tourism route Tam Giang - Cau Hai. Thereby creating conditions for the development of coastal urban areas, improving the lives of people in coastal communes and Hue City as well as neighboring localities.
