People agree and support the major policy
Up to now, the work of distributing ballots to collect people's opinions on the plan to arrange and name new administrative units in 12 districts of Hanoi has basically been completed. Preliminary results show that people agree and support this major policy.
Having grasped the information about the plan to arrange the new administrative unit as well as the announcement of the residential group about collecting people's opinions, Mr. Bui Van Bac (residential group No. 25, Kien Hung ward, Ha Dong district) quickly filled in the box agreeing with the plan to arrange and name the new administrative unit. "This is a major policy of the Party and the State, we the people strongly agree and support it", Mr. Bac said.

On behalf of his family, Mr. Pham Thanh Lan (residential group 8, Xuan Tao ward, Bac Tu Liem district) signed the opinion form, sharing: “The policy of changing administrative boundaries and names has been included in the thematic resolution for activities by our Party cell. In addition, the government also went to each house to discuss with each household to grasp their thoughts and aspirations, clearly showing closeness to the people, closeness to the people and for the people. In this arrangement, Xuan Tao ward will be changed to Xuan Dinh. Realizing that this is a common policy of the Party and State, my family also strongly supports and has shown high consensus.”

Sharing about the new ward name, Ms. Nguyen Hang Nga (Thinh Liet ward, Hoang Mai district) excitedly said: "Although the ward where I live is no longer named Thinh Liet, the establishment of a new ward named Hoang Mai makes me very proud to live in a ward named after a district. Moreover, the plan to arrange administrative units is also very reasonable, creating new development space, so I have agreed with both contents of the consultation."
Agreeing with the plan to arrange the new administrative unit, Ms. Nguyen Thi To Nga (Lang Ha street, Dong Da district) expressed: "Our ward will have a new name, Lang ward. I think that merging to streamline the apparatus is necessary, but we must do it in a way that does not cause difficulties for the people, especially the elderly and those with difficulty moving around."
Agreeing with the plan to arrange the new administrative unit, Mr. Nguyen Van Thang (Yen Phu ward, Tay Ho district) said that the policy of forming the Hong Ha administrative unit from the wards outside the dike of 5 districts: Tay Ho, Hoan Kiem, Long Bien, Ba Dinh and Hai Ba Trung is of special interest to the people of Yen Phu ward.
"We hope that the city's arrangement plan will ensure national defense and security requirements, build solid defense zones in key areas; contribute to preserving and promoting historical and cultural traditions of each locality; ensure that after the arrangement, local governments will be close to the people and serve the people best, in accordance with the policies of the Central Government and the city," said Mr. Nguyen Van Thang.

Proactive, systematic, flexible
The work of collecting public opinions has been proactively, systematically and flexibly carried out by the political system from the district to the ward and residential groups. Chairman of the People's Committee of Quynh Mai Ward (Hai Ba Trung District) Bui Quang Khai said that 11 residential groups have posted notices and public opinion forms on the groups' Zalo groups. People have a very good grasp of the information, so as soon as the members of the Opinion Collection Group arrived, the households were excited and immediately filled in the consent boxes.
Ms. Le Thi Ha Anh, head of residential group No. 25 (Kien Hung ward, Ha Dong district) said that this is a newly established residential group, located in an apartment complex; the majority of residents are young people, who work during the day and are not at home. Therefore, the residential group mobilized forces on the evening of April 19 to go to each resident's house to collect ballots to ask for their opinions.

Similarly, Ms. Tran Thi Anh, Head of Residential Group 20 (Me Tri Ward, Nam Tu Liem District) said that the residential group has 130 households. From April 19 to noon on April 20, the People's Opinion Group "went to every alley, knocked on every door" to collect opinions. For households that were not home during office hours, the group came to collect opinions from the people on the evening of April 19 and on April 20.
Chairman of the People's Committee of Quan Thanh Ward (Ba Dinh District) Nguyen Thanh Tung also said that the Working Groups in 8 residential groups of the ward organized to collect public opinions in a methodical and careful manner.
During the implementation process, the ward also encountered common difficulties and problems such as the Working Group had to travel many times because many households went on vacation on weekends or returned to their hometowns. Many localities had the initiative to call and ask for opinions from household representatives to meet the completion schedule before April 21.

In Hoang Liet ward, the most populous area of Hoang Mai district, with nearly 90 thousand people and 45 residential groups, the work is somewhat more complicated, but all members have participated with a very positive spirit. The ward has established 24 groups to collect people's opinions in residential groups and areas. Based on the contents learned from the conference to deploy the plan to collect people's opinions organized by the ward, the delegates carried out the implementation in accordance with the residential area.
Typically, at the HH Linh Dam apartment complex (Hoang Liet ward), where a residential group has nearly 800 households, to ensure that all households in high-rise buildings are informed, continuously on April 19 and 20, the loudspeaker system in the buildings repeatedly broadcast announcements about collecting public opinions on the arrangement of commune-level administrative units in Hoang Mai district.
Preliminary data as of 5:00 p.m. on April 20 shows that the districts have collected public opinions on the arrangement plan and the name of the new administrative unit at a rate of 90% or more; many wards have collected 100% of opinions, with 99.99% of household representatives agreeing with the plan proposed by the city. The work of collecting opinions will continue to be carried out, and this work will be completed by April 21 at the latest according to Instruction No. 02/HD-UBND of the Hanoi People's Committee.
