Local efforts

The conclusion of Prime Minister Pham Minh Chinh (Conclusion Notice No. 135, dated May 6, 2022) if realized will promote the development of not only Quang Nam but also the Central region.

Faced with a unique "golden opportunity", hoping to position the locality as a growth pole in the future, the Quang Nam government has mobilized all the forces of departments, branches, and localities according to their authority to implement.

Hoi An City Government has completed the project to preserve and sustainably develop the ancient town of Hoi An, realizing the goal of building an ecological - cultural - tourist city.

Duy Xuyen District People's Committee has worked with consultants to develop a project to socialize the My Son Temple Complex. Quang Nam has completed the project report (including some additional proposals) related to the socialization of investment and exploitation of Chu Lai Airport associated with Tam Quang Duty Free Zone.

The logistics center has not been implemented yet due to many central mechanisms.

Investing in Cua Lo channel for 50,000 DWT ships and planning a container logistics center in Chu Lai is considered one of the important projects to expand Quang Nam's trade opportunities and inter-regional connectivity.

After the Ministry of Transport issued a document agreeing on the policy (October 2022), Quang Nam province organized a workshop to collect opinions on the results of the research proposal for the Detailed Planning for the development of land and seaport areas of Quang Nam in the period of 2021 - 2030 with a vision to 2050 and proposed investment in a deep-water seaport channel according to the plan.

However, up to now, the adjustment of the master plan for the Vietnam seaport system to 2030, with a vision to 2050, has not been approved by the Prime Minister , so it is not possible to approve the lower-level plans, which serve as a basis for submitting the Cua Lo channel investment project and Chu Lai container logistics center.

The locality has also planned to propose investment in upgrading and renovating National Highway 14D and the road to Chu Lai Port under the BOT model and upgrading National Highway 14E. Research or investment plans under this model cannot be implemented. Local authorities must report to request investment funds from the budget.

The Department of Industry and Trade has completed both outlines of the pilot project on the mechanism to encourage cooperation in production linkages in clusters of supporting industries and mechanical industries in Chu Lai Open Economic Zone and to form an industrial center for deep processing of silica products.

The Center for Natural Medicinal Materials Industry in Quang Nam with Ngoc Linh ginseng has completed the draft project, which is being consulted and finalized before submitting to the Prime Minister.

The Department of Agriculture and Rural Development has presided over and coordinated with localities and units to review and evaluate the current situation, adjust planning and arrange coastal protection forests, and socialize forest planting. The Department is implementing a project to pilot planting some tree species in the sandy soil area of ​​the Eastern region.

The shortage of land to expand industrial zones has also been put on the agenda. Quang Nam has determined that by 2030, the industrial zone land area will need nearly 12,000 hectares.

The problems at the University Village of Da Nang University have been discussed by Dien Ban town in the detailed planning outline of 1/500.

According to calculations, the construction cost of the resettlement area according to the investment rate of the Ministry of Construction needs more than 1,176 billion VND and more than 2,776 billion VND in compensation. This is very difficult for the locality to implement at the present stage.

The Party Committee of the People's Committee of Quang Nam province has proposed adjusting the 1/2000 planning to reduce the area of ​​Da Nang University Village in Dien Ngoc ward, Dien Ban town to about 50 hectares (a convenient area for site clearance), investing in the period from now to 2030...

Many problems

Quang Nam has vigorously implemented the conclusions of the Prime Minister. However, in reality, many things have not gone smoothly. The project to preserve and promote the value of Hoi An heritage is still under review and has not been submitted to the Prime Minister, so the locality has not received consensus on the allocation of central budget and counterpart funds to implement the project from 2025 to 2030.

Socializing My Son does not have enough basis to develop the project because it is not possible to determine the buffer zone, core zone, strictly protected zone, exploitation and promotion zone, priority relics for restoration... when the Master Plan for My Son relic site for the period 2020 - 2030, vision 2045 established by the Institute for Conservation and Restoration of Monuments (under the Department of Heritage, Ministry of Culture, Sports and Tourism) is still not completed.

The Quang Nam Heritage Conservation Fund has not yet been implemented because the pilot mechanism of the Hue Heritage Conservation Fund (model) needs time for evaluation.

Mr. Phan Xuan Canh - Chairman of Duy Xuyen District People's Committee said, having an early planning can attract investors. If the difficulties of old regulations cannot be resolved, even if a project is developed, nothing can be done.

National Highway 14D is seriously degraded and is awaiting investment from the state budget.

Important investment projects, which were expected to create a new breath of life for Quang Nam to develop, have not progressed much. Only the investment project to upgrade National Highway 14E has been invested in. The other projects are still in the "gestation" stage.

Mr. Van Anh Tuan - Director of the Department of Transport said that National Highway 14E is being constructed by Project Management Board 4 (Vietnam Road Administration). The estimated volume is about 20%. Meanwhile, National Highway 14D is being reviewed and updated by the Thang Long Project Management Board to report on investment proposals for expansion and upgrading using state budget funds.

According to Mr. Dang Ba Du - Director of the Department of Industry and Trade, the pilot project on the mechanism to encourage cooperation in production linkage in clusters of supporting industries and mechanical industries in Chu Lai Open Economic Zone is unprecedented, needs to clarify the content, involves many ministries and branches to pilot, and has not been included in the work program of the Government and Prime Minister in 2024.

The industrial center for deep processing of silica products is expected to be completed in October 2024 to collect opinions from relevant ministries and branches, and submit to the Prime Minister for comments before approving implementation.

After nearly 2 years, out of 9 recommendations/groups of recommendations that the Prime Minister has directed to resolve (according to Conclusion Notice No. 135), only 1 recommendation has been approved and is being implemented in practice.

Other tasks are still unfinished. Chairman of the Provincial People's Committee Le Tri Thanh said that the proposals all have a long-term strategic vision and have been integrated into the planning. However, the realization of these conclusions is not only limited to one term but will continue for many years to come.
