The project "Developing applications of population data, electronic identification and authentication, serving national digital transformation in the period of 2022 - 2025, with a vision to 2030" is an important and breakthrough project to implement this strategy, creating many utilities and services, bringing practical benefits, serving people and businesses better and more effectively.

Accordingly, perfecting institutions and policies to facilitate the development and provision of digital applications and services on population according to practical situations, focusing on disseminating laws related to state management initiatives, along with the digital ecosystem in performing administrative procedures, providing online public services associated with digital transformation of production and business activities to ensure that electronic information and data only need to be provided and digitized once, with effective exploitation of electronic identification of the electronic identification and authentication system provided by the Ministry of Public Security .
Promote the application of population data provided by the Ministry of Public Security in state management of ministries, branches, localities and serving civil and economic transactions in the period of 2024 - 2025: Complete the ecosystem of digital applications and utilities provided to ministries, branches, localities, and business organizations to ensure that population data is authenticated through identification and authentication of population information at the identification level with biometric factors when performing transactions serving economic and social development in the period of 2026 - 2030.

Continue to maintain the operation of the electronic identification and authentication system; the electronic identification and authentication model ensures effective and efficient operations associated with the value chain of electronic signatures, electronic contracts, and electronic identification, creating a digital government platform with new values created to serve digital citizens in the period of 2023 - 2025, striving to reach over 40 million user accounts on the VNEID application and build an ecosystem to provide public services, e-commerce services, electronic payment platforms, cashless payments, and replace citizens' documents in electronic transactions. Ensure that 100% of Digital Citizen transactions are identified, digitally signed, authenticated, and electronic contracts are identified and digitally signed. In the period of 2025 - 2030, strive to reach over 60 million user accounts on the VNEID application and build an ecosystem to provide public services, e-commerce services, electronic payment platforms, cashless payments, and replace citizens' documents in electronic transactions.
In 2024, build a mechanism to inspect and examine officials using citizen data through exploiting the National Population Database; through connecting and sharing data exploitation with agencies, organizations and businesses, ensuring the right purpose, right requirements, and preventing data leakage. Deploy scientific research tasks, technology transfer on the basis of the national population database, electronic identification of the Ministry of Public Security within the framework of key national science and technology programs. Guide ministries, branches and localities to integrate, connect and share population data between the National Population Database and the National Public Service Portal, the administrative procedure settlement information system at the ministerial and provincial levels to serve the authentication and sharing of citizen information when performing administrative procedures according to the principle of not requiring re-declaration of information already in the National Population Database.
Develop and deploy solutions to support the Ministry of Justice in sharing the infrastructure of the Public Security sector in registering births and issuing personal identification numbers at the commune level to ensure consistency and efficiency. Deploy the application of electronic chip features attached to Citizen Identification cards and VNEID applications in all areas of life and society, especially the strongest digital transformation areas such as: Banks opening accounts, customer identification, payment, lending, e-wallets... finance, telecommunications, electricity, water. Develop plans for electronic identification and authentication organizations to conduct electronic identification and authentication services for all areas of life and society to meet the needs of agencies, organizations and individuals in production and business on the electronic identification and authentication platform provided by the Ministry of Public Security. Build a digital signature connection platform, support authentication of businesses in providing digital certificates for electronic transaction applications, and connect with the National Population Database.
