National Assembly Delegate Tran Thi Thu Hang (from Dak Nang) proposed a regulation requiring schools and teachers to collect money to buy health insurance for students.
The above proposal was raised at the discussion session in the hall on the draft Law amending and supplementing a number of articles of the Law on Health Insurance, taking place this afternoon (October 31).
Commenting on the bill, delegate Tran Thi Thu Hang ( Dak Nong Delegation) proposed that in order for teachers to focus on teaching, the drafting committee should study and evaluate amendments to Article 7b on the responsibilities of the Ministry of Education and Training in the direction of removing the regulation that schools and teachers collect money to buy health insurance for students.
Delegate Tran Thi Thu Hang (Dak Nong Delegation) spoke on the afternoon of October 31.
"Many teachers shared that they felt pressured when they were assigned to collect money to buy health insurance for students. When parents were late in paying or intentionally did not pay, teachers had to beg... this was time-consuming and affected their concentration on teaching," the female delegate cited. Many parents did not fully understand the regulations on buying health insurance and insisted that schools and teachers sold insurance cards for profit or commission, which negatively affected the image of teachers.
Not to mention, if the target of health insurance payment per student is not met, teachers will be affected in the evaluation of emulation, classification, and rewards for the school year. Therefore, this responsibility should be assigned to local authorities and insurance agencies. "Schools are only responsible for providing a list of students and disseminating and propagating to parents and students that purchasing health insurance is mandatory."
The female delegate also said that it is necessary to conduct research to choose a suitable form of health insurance payment. There could be a plan for students to participate in family health insurance, in which they will receive state support for payment and have their payment levels reduced in order.
Delegate Chau Quynh Dao ( Kien Giang Delegation) also proposed to allow students to pay health insurance according to their household. This delegate also said that the new bill should maintain the regulation that the insurance contribution rate for students is 4.5% of the basic salary, and should not increase it too much. Explaining this proposal, Ms. Hang said that from July 1, 2024, the basic salary has increased from 1.8 to 2.34 million VND/month, and the actual insurance contribution rate has also increased accordingly. Therefore, the contribution rate of 4.5% should be maintained to create a balance in people's income.
Female delegate Chau Quynh Dao proposed that the State continue to increase the minimum budget support level to 50% for students when participating in health insurance. This is one of the important premises to achieve the goal of universal health insurance coverage.
Delegate Nguyen Thi Thu Dung (Thai Binh Delegation) also proposed increasing the support for health insurance premiums for students to 50% and paying according to the educational institution without allowing them to choose the payment method.
The Draft Law on amending and supplementing a number of articles of the Law on Health Insurance was added to the 2024 Law and Ordinance Development Program to be submitted to the National Assembly for comments and approval at the 8th Session (October 2024) according to the one-session procedure. The Draft Law focuses on 4 policy groups:
- Adjust health insurance participants in accordance with relevant legal regulations;
- Adjust the scope of health insurance benefits in accordance with the contribution level, balance the health insurance fund and health care requirements in each period;
- Adjust relevant health insurance regulations according to the level of technical expertise in medical examination and treatment and promote the role of grassroots health care in primary health care and health insurance medical examination and treatment;
- Effective allocation and use of health insurance funds.
The Law Project focuses on amending and supplementing regulations that need to be unified and synchronized with relevant laws, overcoming urgent shortcomings of current laws, having full information and data, reaching consensus, including regulations on transferring from 4 levels of medical examination and treatment to 3 levels of technical expertise to take effect from January 1, 2025, in sync with the Law on Medical Examination and Treatment.
