Electronic payment options

Recently, the State Treasury of Quang Nam has coordinated with commercial banks to collect and pay taxes and state budget through bank accounts, aiming for a "three-no treasury" (no cash, no paper documents, no direct customer transactions).

The provincial treasury has deployed online public services to units and opened 18 payment accounts and 58 collection accounts at 11 commercial banks in the area, limiting cash payments.

The provincial tax department has cooperated with 21 commercial banks in the area to deploy online tax declaration and electronic tax payment for taxpayers through banking applications or eTax-mobile applications. Electricity, water, healthcare,education , social security payment services (pension, social insurance) ... in the province are all paid non-cash.

To date, the total number of issued bank transaction cards that are still in operation is more than 1,286 thousand cards. The whole area currently has 309 ATMs and 7,727 payment acceptance units. Reality has shown that with the development of digital technology , cashless payments have brought many conveniences to users.

Developing modern payment infrastructure

With the continuous development of technology in the 4.0 industrial revolution, the banking industry in the province focuses on investing in upgrading infrastructure and strongly applying technology to serve non-cash payment activities.

The payment system ensures interconnection between banks, intermediary organizations, e-wallets, public service providers, businesses, sales organizations, and service providers.

Mr. Vo Van Duc - Director of Vietcombank Quang Nam branch said that the unit continues to invest in upgrading equipment and software to prevent crime, ensuring security and information security for customers.

Banks promptly warn customers about criminal tricks to heighten vigilance and respond promptly; organize the development of a handbook on cashless payments for customers.

The limitation in cashless payment in Quang Nam is that although propaganda and dissemination work is carried out regularly, in the implementation process, some departments and branches still face difficulties in not standardizing personal tax codes according to citizen identification numbers; not opening or sharing bank accounts with others affects the progress of eTax-mobile implementation; people still keep the habit of paying taxes in cash at the bank.

In the field of e-commerce, some businesses only use websites to promote products, and have not invested in data security, online sales, online payments...

Mr. Pham Trong - Deputy Director of State Bank Region 9 said that the unit continues to research to have suitable and effective connection solutions between banks and the VNeID electronic identification application of the Ministry of Public Security, the national public service portal, the one-stop system of ministries, branches, agencies, and units to simplify procedures, make electronic payments of fees, charges, electricity and water bills, tuition fees, hospital fees, etc.

“Quang Nam banking sector continues to strengthen measures to ensure security, safety and confidentiality in non-cash payment activities to limit the situation of criminals defrauding, appropriating customers' assets, taking advantage of non-cash payment services for illegal purposes, and protecting the legitimate rights and interests of customers,” said Mr. Trong.
