Many violations at the first clean land fund project in Ho Chi Minh City

The project to create an urban land fund along Nguyen Huu Tho Street, Nha Be District, is behind schedule and has many violations related to land acquisition, compensation, and resettlement, according to the Inspectorate.

The content stated in the conclusion has just been announced by the Ho Chi Minh City Inspectorate after inspecting the project to create urban land fund for the city, along Nguyen Huu Tho street, Phuoc Kien and Nhon Duc communes, Nha Be district.

This is the first clean land fund project in the city for the purpose of auctioning and transferring land use rights to capable investors to quickly implement city projects according to the plan.

Accordingly, the approved project investment schedule is 1999-2000. However, until now, compensation, support, and land acquisition have not been completed. There are still 38 cases that do not agree to receive compensation and support; 22 cases have not agreed to hand over the site. The project implementing units have not yet fully implemented the investment items approved by the Ho Chi Minh City People's Committee.

Dong Mekong Company - the assigned investor - was determined to be slow in completing the project's construction investment, affecting the rights of people whose land was recovered, for more than 20 years now.

Almost all of the land in the project has been granted land use certificates to investors by the Department of Natural Resources and Environment. However, up to now, some places have not completed site clearance and land recovery, and the adjustment and recovery of land use certificates of households subject to clearance has not been completed.

In addition, the inspection agency also pointed out the shortcomings of the Nha Be district government and investors in lax land management, causing land to be re-encroached, subdivided into areas not in accordance with planning, licensed not in accordance with planning, construction encroaching on canals... Some enterprises that won the auction paid money behind schedule compared to regulations. The related projects are located on the land on the left side of Nguyen Huu Tho Street, belonging to the following investors: Phu Long Company, Phu Hoang Anh, An Tay, HD Real, Kien A Galleria.

From the above violations, the inspection agency recommended that the Chairman of the Ho Chi Minh City People's Committee direct relevant departments and branches to promptly remedy the violations; at the same time, resolve the rights of people whose agricultural land was recovered in the project to avoid complaints.
