On December 12th (local time) in Luanda, the South-South Working Group on Agriculture signed a memorandum of understanding on cooperation with the Ministry of Agriculture and Forestry of the Republic of Angola. The cooperation aims to effectively implement the Action Plan on agricultural cooperation outlined during President Luong Cuong's high-level visit to Angola last August.
The signing ceremony took place in the presence of Angola's Minister of Agriculture and Forestry, Isaac Francisco Maria dos Anjos, and the Vietnamese Ambassador to Angola, Duong Chinh Chuc, demonstrating the strong commitment of both countries to promoting bilateral agricultural cooperation.
Representing Vietnam at the signing ceremony was Mr. Pham Ngoc Mau, Deputy Director of the International Cooperation Department and Head of the South-South Cooperation Working Group in Agriculture; representing Angola was Mr. Anderson Jerónimo, Director of the Research, Planning and Statistics Department (GEPE).

The minutes indicate Angola's determination to accept Vietnamese investment in agriculture and forestry, and to implement cooperation projects over the next three years.
Minister Isaac Maria dos Anjos expressed a strong commitment, creating new momentum for the bilateral cooperation process. From there, Angola became a key partner in Vietnam's expansion of South-South cooperation in Africa.
During their working visit from December 9-14, the Vietnam-South Working Group held two important meetings with the Angolan Ministry of Agriculture and Forestry, leading to the agreement on several key areas of cooperation.
Accordingly, in the first three years, the projects will focus on rice, cassava, and soybean production, as well as forestry development. Both sides agreed to promote the training of Angolan technical staff in Vietnam, and to send Vietnamese experts to Angola for on-site training and exchange of practical experience.
Angola expressed strong agreement with Vietnam's proposed project. In particular, the rice project in Lunda Norte province was identified as a top priority. This was coupled with the transfer and support of technical expertise to smallholder farmers and the training of national human resources at the master's and doctoral levels in Vietnam within the framework of South-South Cooperation.

From December 21-27, Angola plans to send 10 technical staff to Vietnam to participate in a training course. Conversely, Vietnam will send a delegation of experts to Angola to assess the project's implementation conditions, as a basis for developing a technical report.
The first memorandum of understanding on cooperation between the South-South Working Group on Agricultural Cooperation is considered to open up new prospects for substantive agricultural cooperation between Vietnam and Angola, while also contributing to affirming Vietnam's increasingly prominent role in ensuring global food security.
