New movements in the Party's leadership methods

Party and State leaders voted to approve the conference agenda.

On September 18, the 10th Central Conference of the 13th tenure solemnly opened in Hanoi with many special innovations.

This conference took place earlier and shorter than expected with a working program even outside of office hours.

This clearly demonstrates the spirit of "Continuing to strongly innovate the Party's leadership and governing methods, an urgent requirement of the new revolutionary stage" - the title of a recent article by General Secretary and President To Lam.

Speaking at the opening of the Conference, General Secretary and President To Lam stated: “The Conference takes place at a very special time: General Secretary Nguyen Phu Trong, an exceptionally outstanding leader, thinker, and theoretical flag bearer of the Party, has left us at a time when the entire Party, people, and army are determined to successfully implement the Resolution of the 13th National Party Congress; Storm No. 3 caused extremely heavy damage to people and property in most northern provinces and cities; when the entire Party, army, and people are concentrating their utmost efforts to overcome the consequences caused by the storm.”

General Secretary and President To Lam delivered the opening speech at the conference.

At this Conference, the Central Committee discussed and gave opinions on 10 contents belonging to 2 groups of strategic issues and some specific tasks.

With a large amount of work that needs to be resolved in a short time, in a spirit of impartiality, transparency, science, objectivity, caution, and thoroughness, the Central Committee gives its opinions on important tasks to accelerate the "finish line" of successfully implementing the Resolution of the 13th National Party Congress - the highest goal of the entire Party, the entire people, and the entire army in 2025; the foundation for successfully implementing the 100-year strategic goals under the Party's leadership and towards the 100th anniversary of the country's founding.

Therefore, right after the opening session, the Party Central Committee worked in discussion groups on the draft Political Report to be submitted to the 14th Party Congress; Summary Report on a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam.

In the afternoon, the Party Central Committee worked in groups to discuss the draft Report on the assessment of 5 years of implementation of the 10-year socio-economic development strategy 2021-2030, directions and tasks for socio-economic development in the 5-year period 2026-2030; the draft Report on the assessment of the implementation of the 2024 socio-economic development plan, the projected 2025 socio-economic development plan; the report on the assessment of the implementation of the state budget in 2024, the state budget estimate in 2025; the 3-year state financial-budget plan 2025-2027; the investment policy for the North-South high-speed railway construction project.

In the evening, the Party Central Committee worked in discussion groups on the Summary of the personnel work of the 13th Party Central Committee and the direction of personnel work of the 14th Party Central Committee; the Project to amend and supplement Decision No. 244-QD/TW, dated June 9, 2014 of the 11th Party Central Committee on promulgating the Election Regulations within the Party; the draft Report summarizing the Party building work and the implementation of the Party Charter to be submitted to the 14th Party Congress.

It can be seen that the amount of work is huge and very important, but in response to the requirements of reality, the Central Committee determined that the work must be carried out with the highest determination, greatest effort, and drastic action with many solutions to achieve the highest efficiency, ensuring that the set goals are achieved and strive to exceed them.

That shows the Party's responsibility to the people, to the glorious and heroic history of the nation, and to international friends; it is proof affirming the Party's leadership, governing and fighting capacity, so we must concentrate all resources and measures to complete it.

The Central Party's spirit of setting an example in the face of a new historical moment, a new era, an era of national growth, will certainly spread to all levels and sectors in the entire political system.

In a recent article, General Secretary and President To Lam affirmed that in more than 94 years of leading the revolution, our Party has constantly researched, developed, supplemented, and perfected its leadership methods, and enhanced its leadership and governing capacity. This is the key factor ensuring that the Party is always clean and strong, leading the revolutionary boat through all rapids, achieving one victory after another.

Based on the viewpoints of Marxism-Leninism and Ho Chi Minh's thought, the 7th National Party Congress for the first time mentioned "innovation in the content and methods of Party leadership", emphasizing the need to "specify the relationship and working style between the Party and the State and people's organizations at all levels, first of all at the Central level".

The 8th, 9th, 10th, 11th and 12th Congresses all continued to supplement and develop the viewpoint on the Party's leadership method. The 13th Congress emphasized "Continuing to strongly innovate the Party's leadership method in new conditions".

There is not much time left to complete the goals of the 13th Party Congress, the domestic and international situation still has many unfavorable factors, the consequences of storm No. 3 - the strongest storm in the past 30 years - are also requiring immediate solutions to soon stabilize people's lives, restore socio-economic activities, continue to maintain growth momentum, and at the same time, have to cope with the tropical depression in the East Sea that has strengthened into storm No. 4, forecast to affect the provinces in the North Central and Central Central regions.

Therefore, this is the time to continue to strongly innovate the Party's leadership methods and governing capacity, which the Central Conference has taken pioneering steps in, demonstrated in the organization of meetings and conferences... to focus on important urgent tasks for the country and the people. That, once again, increases the people's trust in the Party.

To strongly innovate the Party's leadership methods and governing capacity, each locality and unit will have different specific solutions revolving around the four key work contents that General Secretary and President To Lam has mentioned on the basis of firmly upholding the Party's principles.

And any innovation will have certain obstacles and difficulties, but with the motto of putting first the common interest, the national interest, the people's interest and the prosperous and happy life of the people, we will complete the goals of the 13th Congress to enter the era of national growth.
