At the Party cell of Sam Linh Tay village (Tam Quang commune, Nui Thanh), the 16th day of the lunar month is the designated day for regular activities. Simply because the Party members are fishermen who work as purse seine fishermen and only go ashore on full moon days.
Secretary of the Sam Linh Tay village Party Cell - Mr. Vo Thao explained: "My Party Cell has 20 members, some of whom are fishermen. They often work at sea and only return to shore on the 15th day of the lunar month. Therefore, the Party Cell organizes activities on the 16th day of the lunar month so that all Party members can be present."

In Bai Huong village Party cell (Tam Hiep commune, Hoi An), regular Party cell activities are only held at night; because according to Party cell secretary Pham Van Sang, during the day many Party members have to make a living from fishing and cannot attend meetings.
That is a regular activity. When organizing to study the Party's resolutions or regular activities, the way the coastal Party cells do things is also very flexible and creative. For example, in the Sam Linh Tay Village Party Cell, the time for thematic activities or to thoroughly implement the resolution is when the Party members - fishermen return to shore after a long time of catching seafood at sea.
“Between two sea trips, we go ashore to prepare supplies, food, and fuel for the new sea trip, which is when the Party cell takes advantage of the opportunity to hold thematic meetings or disseminate resolutions to Party members. We are flexible with time, but still ensure compliance with Party regulations,” said Mr. Vo Thao.

According to Mr. Dinh Phu Dong - Head of the Organization Board of Hoi An City Party Committee, the City Party Committee has 4 subordinate Party Committees in coastal areas including Cam An, Cua Dai, Cam Thanh, Tan Hiep with 866 Party members. In coastal areas, the "combined" thematic activities between Party cells is a policy encouraged by the City Party Committee. The content of the "combined" activities are topics closely related to the production and daily life of fishermen and people in coastal areas. This method is very effective when Party members in coastal areas have the opportunity to exchange and share professional experiences, as well as propose and advise on many issues related to economic development, conservation and promotion of cultural values in coastal areas and protection of the sovereignty of the sea and islands of the Fatherland.



Building truly strong party cells in coastal areas is a great and constant concern of local party committees. For example, in Tan Hiep Commune Party Committee (Cu Lao Cham), the commune Party Committee assigned 6 more party members who are commune officials to participate in activities with Bai Huong Village Party Cell to improve the quality of party activities and party members of the cell.
“The Party members who are strengthened are commune cadres, so they support the Party Committee a lot in organizing Party activities, ensuring compliance with regulations. The most obvious effect is that everything is handled quickly, closely linked to the programs and activities of the village people's committee and is trusted by the masses,” affirmed Mr. Pham Van Sang, Secretary of the village Party Cell.

In addition, according to Mr. Sang, young party members who are also commune cadres will do well in the role of "assistant" to village party cell secretaries who are somewhat limited in management due to their age. The combination of old and young party members not only creates solidarity but also helps to solve work smoothly and quickly.

In Cua Dai Ward (Hoi An City), Ward Party Secretary Nguyen Sinh said that the advantage is that when there was a policy to dissolve the Party cell at the commune level, the Party members who came to the village Party cells were all key cadres, so their capacity was quite high. This helped improve the quality of activities and the Party members were strong enough. Thanks to that, every year, more than 20% of the Party members in the Party cells of 3 residential areas completed their tasks excellently and the Commune Party Committee completed its tasks well for 5 consecutive years.
Along with coastal localities, it is necessary to mention the presence and effective contribution of the Border Guard on many "fronts". According to Colonel Hoang Van Man - Party Secretary, Political Commissar of the Border Guard of Quang Nam province, the Provincial Border Guard Party Committee, the Party Committees of border posts and the Party Committees of coastal localities all have very close coordination regulations. The Border Guard has sent cadres and officers to join local Party Committees to support the work of Party building and government building. Especially, implementing models of villages and blocks with no law violators, building solidarity groups for production at sea, groups of boats, safe wharves, etc.
“The most special thing in the Party building work is the model of introducing Party members of border guard stations to participate in activities at village and residential block Party cells in the sea and island borders; along with assigning Party members to be in charge of supporting households where the border guard stations are located. These models have helped the locality build a strong political system, creating many effective patriotic emulation movements. From there, it helps Party members and people in the sea and island border areas see more clearly their responsibility to participate in firmly protecting the sovereignty of the sea and island borders” – Colonel Hoang Van Man affirmed.
