Lesson 2: The person who keeps the "frequency" of faith in the middle of the Ea K'Tur forest

With 64 years of age and 31 years in the Party, Ms. H'Bliăk Nie is considered an "amplifier" of trust between the people and the Party - where all policies are explained by her with specific actions and deeds.

With 64 years of age and 31 years of studying and following the Party, Ms. H'Bliăk Nie (the village name is often called Ami Bông) still persistently maintains her energy and faith in the Party.

Every day, that source of energy multiplies and transmits a lasting "signal" of faith, spreading throughout the community of ethnic groups. She is one of the few village elders who is respected by her fellow countrymen.

"Faith Amplifier"

Ms. H'Bliăk Nie is a party member of Kram village (formerly Ea Tieu commune, now Ea K'Tur commune, Dak Lak province). In the village, she actively participated in association activities, was admitted to the Party and held many positions in the Party organization and the district government.

On the farm, Mrs. H'Bliăk Nie and dozens of workers are digging a long ditch to irrigate the areca plantation for export. Although she is an elderly person and a village elder, she is still working enthusiastically.

Putting down her hoe and rolling up her sleeves, she said to Kram village Party Secretary Nguyen Thi Huyen: "Being a Party Secretary now is very hard, she has to do everything, unlike in my time. Don't worry, anything related to the people, just ask me, just give it to me..."

Ms. H'Bliăk Nie said: "The Party's policy and guidelines on merging provinces and implementing a two-level local government are correct and accurate. Because everywhere is our country, our compatriots, our homeland. If it were different, in the past, Phu Yen had a sea, Dak Lak did not; now that we are merging, we have a common sea, which belongs to all our compatriots..."

The Kram village Party cell currently has 53 party members, of which 31 are ethnic minorities. This is a strong party cell of the commune. Nguyen Thi Huyen, Secretary of the Kram village Party cell, commented that Ms. H'Bliak Nie is a person trusted by the people, respected by the cadres, and is a village elder respected by the local ethnic minorities. She is the bridge for the Party's resolutions to come into reality and become concrete actions.

Ea K'tur commune officials call her a "belief amplifier", or a "transmission point" of trust between the people and the Party - where all policies are explained through concrete actions and examples. From her, the youth in the village gradually understand what the Party is and why they need to join the Party.

According to the Secretary of the Ea K'tur Commune Youth Union, H'du Xa Nie K'đăm, Ms. H'Bliak Nie is an example for the younger generation to follow. She said, the Party is the forest, we are the saplings; we must grow up in the protection of the forest, and then become a forest.

When faith becomes political "frequency"

Ea K'tur used to be a complicated area. After merging with Ea Tieu commune and implementing the 2-level local government model, Ea K'tur is one of the key communes. Party Secretary and Chairwoman of the People's Council of Ea K'tur commune, Nguyen Thi Thuy Lieu, identified "reorganizing the apparatus and raising people's trust" as the core task.

"The Party must operate as a system of connecting trust; each Party member is a command node, each Party cell is a broadcasting station. When the people's data is synchronized, all policies are smooth."

Ea K'tur has implemented the model of "one party member - one residential address". Each party member is in charge of a household cluster, both disseminating policies and directly resolving people's petitions. All feedback is transferred to the liaison group between the Commune Party Committee, the Fatherland Front, and mass organizations, and then responded to within the day.

Ms. H'Bliăk Nie shared that people now know and understand more about the Party. In the past, they only knew about the State government, but not about the Party. Now everyone knows that the Party and the government work together to take care of the people.

Along with administrative digital transformation, Ea K'tur has achieved 100% online records and 95% online public transactions. For the Commune Party Committee, it is not just technology but also a way to modernize trust. Village and hamlet party cell secretaries and young party members are assigned to set up online meeting rooms, use paperless documents; guide people to trace the origin of products, declare health and insurance, and even learn forest protection skills using GPS devices.

Each "like" button of popular consensus is a common "bandwidth frequency" of political belief that is expanded to energize the entire system.

Every Party Committee resolution is treated as a software update of trust - to be tested, to be responded to, to be effective. To do so, the Party organization must change its leadership methods.

"Previously, the Party Committee issued resolutions and assigned them to the People's Committee of the commune to implement. By mid-term and end-term, the Party Committee would organize inspections and evaluations... However, now the method has clearly changed. Specifically: the Party Committee and the People's Council issue resolutions, then work with the People's Committee to develop action plans and implement them together; inspect and evaluate as needed, and score effectiveness; consider people's satisfaction as a measure of leadership capacity.

"The people's consensus response is an accurate response to the Party's quality of governance. That is the leadership method in the new era" - Party Secretary and Chairwoman of the People's Council of Ea K'tur commune Nguyen Thi Thuy Lieu affirmed./.
