The organization of collecting broad opinions from the people, cadres and party members on the draft Political Report to be submitted to the 14th National Party Congress is being widely implemented, clearly demonstrating the spirit of "people know, people discuss, people check, people supervise, people benefit". Associate Professor, Dr. Nguyen Thi Ngoc Hoa - Head of the Department of Political Science (Academy of Journalism and Communication) said that organizing the collection of opinions from the people, cadres, and party members on the draft Political Report to be submitted to the 14th National Party Congress is a broad political activity, clearly demonstrating the spirit of "people are the root". Our Party always affirms that the revolutionary cause belongs to the people, by the people, for the people, so all policies and guidelines must originate from the reality and aspirations of the people.

According to Ms. Nguyen Thi Ngoc Hoa, every contribution, regardless of its perspective, demonstrates responsibility and dedication to building the Party and the country. When guidelines and policies are products of collective intelligence, reflecting the will of the people, implementation after the Congress will be more favorable, creating a combined strength to achieve development goals.

Evaluating the content, Ms. Nguyen Thi Ngoc Hoa emphasized that the draft Political Report has been prepared very carefully and scientifically , deeply summarizing the practice of 40 years of Innovation, objectively assessing the achievements and limitations of the 13th Congress term, drawing lessons and forecasting the new situation. The goals and solutions demonstrate inheritance, stability, innovation, and close adherence to reality and the trend of the times.

Ms. Nguyen Thi Ngoc Hoa hopes that the feedback process will attract many frank and enthusiastic opinions from the people, experts, scientists, cadres and party members, especially breakthrough proposals and suggestions to develop a strong country.

According to Associate Professor, Dr. Nguyen Thi Ngoc Hoa, this draft has many important innovations. Notably, it continues to deepen the model of the Socialist Republic of Vietnam. This content is concretized with a very high political determination: Controlling state power substantially and effectively; promoting judicial and administrative reform; upholding the Constitution and the law; building a mechanism for people to truly participate in monitoring power. This is the key to both promoting democracy and maintaining discipline, preventing corruption and negativity, and creating development momentum.

Ms. Nguyen Thi Ngoc Hoa proposed a strategic breakthrough content which is to build and perfect a synchronous development institution - focusing on the institution of allocating and effectively using resources.

A highlight that has received special attention from the public in the draft Political Report is the idea of ​​protecting cadres who dare to think, dare to do, dare to take responsibility for the common good. This is not only a political message but also a "strategic lever" to clear the bottleneck of "fear of mistakes, fear of responsibility", creating a safe corridor for innovation, creativity and daring to break through. When the protection mechanism is clearly established, leadership capacity and implementation effectiveness will be enhanced, helping to transform the spirit of innovation into practical results, bringing the Party's policies quickly into life.

According to Ms. Nguyen Thi Ngoc Hoa, there must be a breakthrough mechanism to liberate all development resources, especially land, people and capital. Institutions need to create a transparent and equal competitive environment and a mechanism to protect officials who dare to innovate and take responsibility for the common good.

“This is the knot of knots. Without people who dare to implement it, no matter how good the institution is, it will be difficult to put it into practice,” Ms. Nguyen Thi Ngoc Hoa commented.

The Party's strong commitment to closely connecting with the people

Commenting on the Political Draft, Lawyer Diep Nang Binh - Head of Tinh Thong Luat Law Office said that soliciting public comments on Party documents is an important step, ensuring that all documents are "examined" by practice and social wisdom. Commenting helps the Party identify institutional "bottlenecks", absorb initiatives from experts, businesses, and scholars, and improve feasibility when the resolution is institutionalized into laws and action programs.

At the 13th National Congress, the Central Propaganda Department received more than 1.4 million comments, of which many proposals on digital transformation were accepted and became the national policy foundation for the 2021-2025 period, demonstrating the effectiveness and value of this consultation process.

The public disclosure of the synthesis results and feedback demonstrates accountability, screening of breakthrough solutions, avoiding spreading resources, realizing the motto of "Solidarity - Democracy - Discipline - Breakthrough - Development" of the 14th Congress. This is the Party's strong commitment to closely connecting with the people, towards the goal of building a strong Vietnam.

The draft Political Report submitted to the 14th National Party Congress also clearly demonstrated the spirit of innovation and breakthrough in development thinking with the shift in motto from "creation" to "breakthrough", showing the determination to comprehensively restructure the institutions, economy and society to bring the country into a new stage of development.

Three major reports (summarizing 40 years of Doi Moi, orientation to 2030 and vision to 2045) were merged into a unified document, focusing on key pillars: Human development, innovation and Party building. The document sets an average GDP growth target of 10%/year for the period 2026 - 2030, orienting a complete shift to a knowledge-based, technology-based and digital transformation economic model, promoting the role of the private sector in parallel with consolidating key state-owned corporations.

For the first time, public consultation is implemented online and offline, all comments are automatically coded and classified. This approach both expands real democracy and helps to refine targets and solutions in accordance with resources and institutions. If completed in a receptive and scientific spirit, the draft Political Report will truly become a strategic blueprint for Vietnam to develop rapidly, sustainably and have global competitiveness.

According to Mr. Diep Nang Binh, the most important and new point of the Draft is to put “institutional perfection” in the central position. The document recognizes institutions as “bottlenecks of bottlenecks” - the reason why policy responses are slow and unsynchronized. This breakthrough is not only to adjust the law, but also to restructure the state governance model, in which political institutions are key and economic institutions are the focus.

The draft emphasizes decentralization and deep decentralization combined with independent monitoring mechanisms, strict accountability and post-audit, and streamlining the administrative apparatus according to the two-level government model (province - commune) after 2025. This is an important step, increasing local autonomy, shortening policy lags and creating more flexible development space.

“It is noteworthy that science and technology , innovation and digital transformation are considered key breakthroughs. The draft proposes a flexible legal environment, accepting risks and allowing policy testing in new areas such as AI, digital economy, green economy, and circulation. At the same time, it innovates policies on human resources and strategic infrastructure - prioritizing multimodal transport, renewable energy and digital infrastructure,” said lawyer Diep Nang Binh.

The three pillars of institutions - technology - people form the "strategic triangle" of the 14th Congress, marking the period when Vietnam moves from "partial improvement" to "comprehensive restructuring", towards the goal of national development in the mid-21st century.

To make the Political Report truly a “strategic breakthrough”, lawyer Diep Nang Binh proposed three groups of solutions. Accordingly, perfecting the institution of accountability and power control, strongly shifting from pre-control to post-control, attaching responsibility to the head with a set of quantitative indicators such as the rate of public investment disbursement, people’s satisfaction level, and PAPI score.

Establish a legal framework for new growth drivers and green transformation; issue decrees to test policies in breakthrough areas. At the same time, perfect laws on land, intellectual property, and capital markets to unleash private resources.

Building social institutions and digital citizens; institutionalizing the university autonomy mechanism, ensuring that the budget for training high-quality human resources reaches at least 1% of regular expenditure; promulgating the Law on National Data Management to ensure cybersecurity and create digital trust - the foundation for digital government and digital economy.

Mr. Diep Nang Binh also proposed establishing a Policy Appraisal Institute under the National Assembly and piloting full-time People's Council representatives in large cities to increase independent criticism and effective supervision. The report should include an appendix with a "timeframe - tasks - metrics" to monitor progress until 2030, thereby ensuring feasibility and political accountability.

“When these three pillars are operated synchronously, a flexible, transparent and effective institutional system will become a launching pad to help Vietnam make a strong breakthrough in the 2026 - 2045 period,” Mr. Diep Nang Binh expressed…
