Emulation Cluster No. IV - Central Internal Affairs Committee, after the administrative unit merger, comprises 9 Provincial and City Internal Affairs Committees in the South. These are localities with long coastlines and borders, adjacent to the Kingdom of Cambodia, with many large seaports and international airports; they are dynamic development regions with important geoeconomic, geopolitical , national defense, and security positions for the whole country.
Over the past period, the Internal Affairs Committees of the Provincial and City Party Committees in Emulation Cluster No. IV have promptly advised the Party Committees and Steering Committees to issue numerous documents to lead, disseminate, and effectively implement the Party's guidelines and policies, and the State's laws and regulations on internal affairs, anti-corruption, anti-waste, and judicial reform. This has helped to strengthen the trust of cadres, Party members, and the people in the Party and the State; purify the ranks, eliminate corrupt elements; prevent and limit the loss and waste of budget and public assets, contributing to sustainable socio -economic development...
The Internal Affairs Committees of the Provincial and City Party Committees consistently uphold a high sense of responsibility, proactively coordinating with relevant agencies to advise on and direct the handling of serious and complex cases, those of public concern, and prominent and complex issues related to security and order in their respective areas.
At the conference, the Internal Affairs Committees of the Provincial and City Party Committees belonging to Emulation Cluster No. IV presented numerous papers and discussions clarifying the implementation of Plan No. 15-KH/BNCTW of the Central Internal Affairs Committee , the results achieved in the 2021-2025 period; the causes of shortcomings and lessons learned in leadership, coordination, advisory work, and monitoring, supervision, and inspection work of the Internal Affairs Committees of the Provincial and City Party Committees in the Cluster.
The Ho Chi Minh City Party Committee's Internal Affairs Department was nominated by members of the evaluation group for the Third-Class Labor Medal; a Prime Minister's Certificate of Merit was proposed for the Dong Nai Provincial Party Committee's Internal Affairs Department and one individual; and a Certificate of Merit from the Head of the Central Internal Affairs Committee was proposed for three collectives: the Tay Ninh, Ca Mau, and Vinh Long Provincial Party Committees' Internal Affairs Departments for the period 2021-2025.
At the conference, commending the achievements of the units in Emulation Cluster No. VI, Mr. Tran Hoang Kiem, Director of the Local Affairs Department III of the Central Internal Affairs Commission, requested that the Internal Affairs Commissions of the Provincial and City Party Committees, the standing agencies, and the Steering Committees advise on summarizing the work of the 13th term on anti-corruption; focus on consolidating and improving the quality of the staff; and actively advise on handling outstanding cases. Internal affairs and anti-corruption work must contribute to economic stability and development, protect the Party, the government, and the people, shifting the focus from combating to preventing, and paying attention to training and professional development for local officials.
In 2026, the Internal Affairs Department of the Tay Ninh Provincial Party Committee was assigned as the Head of Emulation Cluster No. IV.
