Improve and enhance the quality of cadres working in internal affairs in the Southern region.

Emulation cluster No. IV - Central Internal Affairs Committee after merging administrative units includes 9 Internal Affairs Committees of Southern Provincial and Municipal Party Committees. These are localities with long coastlines and borders, adjacent to the Kingdom of Cambodia, with many large international seaports and airports; are dynamically developing regions, with important geo-economic, geo- political , defense and security positions of the whole country.

In recent times, the Internal Affairs Committees of Provincial and Municipal Party Committees in Emulation Cluster IV have promptly advised Party Committees and Steering Committees to issue many documents to lead, thoroughly grasp, and promptly and effectively implement the Party's guidelines and policies, the State's policies and laws on internal affairs, anti-corruption, anti-waste, negativity and judicial reform. Thereby, helping to strengthen the trust of cadres, party members and people in the Party and the State; clean up the ranks, eliminate degraded elements; prevent and limit loss and waste of the budget and public assets, contributing to sustainable socio -economic development...

The Internal Affairs Committees of Provincial and Municipal Party Committees always uphold the sense of responsibility, proactively coordinate with relevant agencies to advise and direct the handling of serious and complicated cases and cases of public concern, and complex and prominent issues of security and order in the area.

At the conference, the Internal Affairs Committees of Provincial and Municipal Party Committees under Emulation Cluster No. IV had many presentations and discussions clarifying the implementation of Plan No. 15-KH/BNCTW of the Central Internal Affairs Committee , the results achieved in the period 2021-2025; the causes of problems and lessons learned in leadership and direction, coordination, advisory work and monitoring, urging, inspection and supervision of the Internal Affairs Committees of Provincial and Municipal Party Committees in the Cluster.

The Ho Chi Minh City Party Committee's Internal Affairs Committee was proposed by members of the Cluster to award the 3rd-class Labor Medal; to propose awarding the Prime Minister's Certificate of Merit to the collective of the Dong Nai Provincial Party Committee's Internal Affairs Committee and 1 individual; to propose awarding the Certificate of Merit of the Head of the Central Internal Affairs Committee to 3 collectives including: the Internal Affairs Committees of Tay Ninh, Ca Mau and Vinh Long Provincial Party Committees for the period 2021-2025.

At the conference, praising the results achieved by units in Emulation Cluster No. VI, Head of Department III of the Central Internal Affairs Committee Tran Hoang Kiem requested the Internal Affairs Committees of Provincial and Municipal Party Committees, standing agencies, and Steering Committees to advise on the summary of the XIII term on anti-corruption work; focus on improving the quality of the team; actively advise on handling outstanding cases. Internal affairs work and anti-corruption must aim to contribute to stabilizing and developing the economy, protecting the Party, the government and the people, shifting the focus from anti-corruption to prevention, paying attention to training and professional development for local officials.

In 2026, the Tay Ninh Provincial Party Committee's Internal Affairs Committee was assigned as the Head of Emulation Cluster No. IV.
