Political nucleus in economic development in Bac Ninh - Last article: For businessmen to stand firm under the Party flag

In the context of the private economy increasingly asserting its role as a pillar of the economy, building a team of business owners who are Party members has become an urgent and strategic requirement. This is a pioneering force, not only creating economic value but also spreading leadership culture, business ethics and the spirit of serving the Fatherland and the people.

The Party's major policy - New driving force for the private economy

Looking back at the innovation process, the Party's awareness of private economic development has been increasingly affirmed and improved. In particular, Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo clearly stated: "The private economy is one of the most important driving forces of the national economy; entrepreneurs are soldiers on the economic front".

Resolution 68 affirms the responsibility of the political system in creating favorable conditions and mechanisms for the private economic sector to develop sustainably; at the same time, it requires "building a team of entrepreneurs with ethics, business culture, courage, intelligence, dynamism, creativity, aspiration to contribute, and respect for the law".

With that spirit, Bac Ninh - a key industrial province in the Capital Region has proactively concretized the policy into an action program and implementation plan. In particular, special attention is paid to the work of building Party organizations and developing Party members in non-state enterprises.

The province currently has more than 33,800 enterprises with 782,000 employees. By October 1, 2025, Bac Ninh maintains 108 grassroots Party organizations in private enterprises with 8,568 Party members, of which 79 business owners are Party members. In the 2020-2025 term, the province established 55 new Party organizations and admitted 848 Party members in this area. The above figures show that the political foundation in the private economic sector is being consolidated and increasingly developed.

Business owners are party members - A bridge between development goals and party values

The presence of Party organizations and Party members in private enterprises is not a “political form”, but a source of leadership in ideology, ethics, vision and social responsibility.

A typical example is businessman and party member Nguyen Gia Khiem, Director of Phat Tich Construction Limited Liability Company (Phat Tich commune, Bac Ninh). As a veteran who went through fire and bullets in the resistance war against American imperialism and to protect the northern border, and forged in blood and fire throughout the B and K battlefields, he always kept in mind: "Joining the Party means taking on the responsibility of serving the Fatherland and the people". With the courage of a soldier and a sharp economic mindset, he built a sustainable business, achieving revenue of over 90 billion VND/year, contributing more than 4 billion VND to the budget, and supporting 500 - 600 million VND/year for social and charitable activities.

Practice in Bac Ninh also shows that when business owners are party members, business management often has a long-term orientation, focusing on organizational culture and social responsibility. Party members with pioneering qualities, exemplary behavior, discipline, and service spirit will strengthen the trust between businesses, employees, and partners.

Another example is businessman Dao Van Chuyen, born in 1978, General Director of Trong Tin Group Joint Stock Company (Dai Dong Commune, Bac Ninh), who has struggled for 16 years to be admitted to the Party on October 3, 2015. From the aspiration of a soldier to return to civilian life, he has continuously studied, overcome difficulties to start a business, and transformed the enterprise from transporting 60 vehicles to investing in building urban infrastructure, residential services, and becoming a bright spot of development. Mr. Chuyen affirmed: "The Party flag is a spiritual support that helps me maintain direction and lead the enterprise forward steadily."

Party organizations in private enterprises in Bac Ninh have played a good role in political orientation, connecting workers, and spreading healthy corporate culture. Typical examples are the Party Committee of DABACO Vietnam Group Joint Stock Company (Vo Cuong Ward), the Party Committee of Lam Son Construction and Trading Company Limited (Bac Giang Ward); and the Party Cell of Dai Tan Company Limited (Phu Lang Commune).

According to the assessment, more than 89% of Party organizations and Party members in private enterprises in Bac Ninh completed their tasks well or better in the 2020-2025 term, clearly demonstrating leadership capacity in the specific conditions of a market economy.

Taking advantage of the opportunity from open investment policies and promoting the strengths of the "Northern Modern Industrial Capital", with breakthroughs and dynamism, the Bac Ninh business community has contributed to bringing the export turnover in September 2025 to 8.46 billion USD, up 22.7% over the same period, surpassing Ho Chi Minh City (7.6 billion USD) and maintaining the leading position in the country for 3 consecutive months.

However, challenges remain, the rate of enterprises with Party organizations is only 0.3%, and the number of business owners who are Party members is only about 0.23%. This shows that the work of developing Party organizations in private enterprises is still an urgent task, requiring attention and close direction from Party committees at all levels, along with the awareness and aspirations of the business community.

Building a team of brave and intelligent party members and entrepreneurs in the new period

In the context of deep integration and fierce global competition, building a team of businessmen who are Party members is not only an immediate requirement but also a long-term task, of strategic significance to the foundation of national development.

Resolution 68 has given the direction: "There needs to be specific and feasible policies in building the Ho Chi Minh Communist Youth Union and developing the Party in enterprises and businessmen, and have appropriate mechanisms and regulations for Party organizations in enterprises so that outstanding people in enterprises can join the Party's ranks."

Mr. Vu Minh Hieu, Standing Committee member, Head of the Organizing Committee of Bac Ninh Provincial Party Committee said: "It is necessary to strengthen the close, decisive and creative leadership of Party committees in the work of building Party organizations in enterprises; innovate propaganda and mobilization to 'join the Party to serve', associated with clarifying the practical benefits when enterprises have a Party organization accompanying them".

Along with that are solutions to create sources, train and foster excellent business owners and workers; be flexible in the methods of Party cell activities and Party member evaluation; promote the role of associations in introducing, connecting and supporting Party development; institutionalize Resolution 68 with more favorable legal, financial and policy mechanisms for the private economy to develop sustainably; honor and protect entrepreneurs with business ethics and culture, actively implementing social responsibility; resolutely criticize profiteering and negative behaviors. These are fundamental solutions to strengthen trust, increase the spread and affirm the role of the Party right in the "cells" of the economy.

The strong spirit of innovation of Resolution 68 and the movement of Party committees at all levels in Bac Ninh Provincial Party Committee will certainly be a "push" to comprehensively promote the development work and improve the quality and political core role of Party organizations, Party members, especially Party members who are business owners in the private economic sector. From there, gather a strong team of entrepreneurs to steadily advance under the Party flag, becoming one of the most important pillars of the national economy./. (end)
