On January 12th, the Thai Binh Provincial Police announced that they had coordinated with the Criminal Investigation Agency (C03) of the Ministry of Public Security and other relevant units to conduct a search and inventory at the fuel storage depot of Hai Ha Water and Land Transport Company Limited (Hai Ha Petro) located in Thai Thuong commune, Thai Thuy district.

Subsequently, the authorities sealed the assets and handed them over to the police and local authorities for temporary management and safekeeping, to facilitate the investigation at this business.

The Border Guard Force of Thai Binh province was also notified by the investigating agency to manage maritime transport activities for oil tankers owned by Hai Ha Petro. Transport and cargo operations in the sea area for these vessels have been temporarily suspended.

Reportedly, Hai Ha Petro's main fuel depot is built on a total land area of ​​66,664 m2, with a total capacity of 63,000 m3 and 11 fuel storage tanks located in Thai Thuong commune, Thai Thuy district, Thai Binh province. This facility serves to supply fuel to customers throughout the country.

In addition, the Hai Ha - Quang Tri oil and gas storage and port project, invested by Hai Ha Water and Land Transport Company Limited in Cua Viet town, Gio Linh district, Quang Tri province, commenced construction in mid-2019 and completed phase 1 in January 2021 with a capacity of over 12,000 m3.

In November 2023, BIDV Bank - Long Bien Branch, Hanoi, issued a notice seeking an auctioneer to sell this port and warehouse, with a starting price of 176 billion VND.

In addition, Hai Ha Petro also leases warehouses from the following units: Warehouse 19-9 in Dinh Vu Economic Zone - Hai Phong; Warehouse K99 - Hai Phong; PVOIL warehouse in Vung Ang; Petec warehouse in Da Nang; Petrolimex warehouse in Area II, Nha Be; Hiep Phuoc warehouse in Tien Giang and Warehouse K34 - Can Tho.

In addition, 16 oil tankers of Hai Ha Petro, with tonnages ranging from 325 tons to 4,813 tons and a total carrying capacity of 26,000 tons, were also ordered to temporarily cease operations at sea.

These 16 vessels include the following oil tankers: TM Hai Ha Petro (4,813.6 tons); Hai Ha 88 (2,920.6 tons); Hai Ha 568 (4,005.8 tons); Hai Ha 558 (2,828.7 tons); Hai Ha 668 (3,100 tons); HH 689 (1,255 tons); Hai Long 126 (850.62 tons); Hai Ha 18 (948.5 tons); Hai Ha 26 (540 tons); Hai Ha 15 (598 tons); HH 288 (478 tons); HH 388 (440 tons); HH 78 (325 tons); Hai Ha 58 (4,095.7 tons). Hai Ha 28 has a carrying capacity of 2,421.8 tons; Viet Phu 26 has a carrying capacity of 3,243.7 tons.

Earlier, from around 3 PM on January 9th, a large number of forces, including riot police, special forces police, and traffic police, appeared outside the headquarters of Hai Ha Water and Land Transport Company Limited (Hai Ha Petro) in Diem Dien town, Thai Thuy district, Thai Binh province.

The incident caused a stir and attracted the attention and scrutiny of many local residents.

This development occurred just five days after the Government Inspectorate announced the conclusions of its inspection regarding compliance with policies and laws in the state management of petroleum products on the afternoon of January 4th.

The inspection agency has forwarded the case file to the Ministry of Public Security for consideration and handling in accordance with the law regarding violations of the law in declaring and paying environmental protection tax on gasoline and diesel fuel, and the misuse of the Price Stabilization Fund for price stabilization purposes at Hai Ha Petro.
