Ninh Binh improves the effectiveness of industrial promotion work

According to data from the Ninh Binh Department of Industry and Trade, the province's 2024 local industrial promotion budget plan was approved to support 29 projects with a budget of VND 5,488 million.

Including 1 vocational training project; 2 projects to improve management capacity and start-up of rural industrial production enterprises; 13 projects to support the application of advanced machinery in production; 1 project to support the construction of a pilot model for applying cleaner production in industry; 4 projects to develop typical rural industrial products...

In the first 6 months of the year, 20 projects were appraised and 70% of the funding support was provided with the corresponding amount of 1,784 million VND. The Center for Industrial Promotion, Trade Promotion and Industrial Cluster Development of Ninh Binh Province (the Center) has guided and organized the implementation according to the registered schedule. For the remaining 9 projects, the Center continues to guide the development of projects to submit to competent authorities for appraisal.

Although the industrial promotion program is being ensured to be implemented on schedule, the locality also reported many difficulties in implementation.

On the beneficiary side, many rural industrial establishments do not clearly understand the industrial promotion policy and the contents of industrial promotion activities, so the registration of support content does not closely follow the content and support level.

On the part of professional agencies, the survey and selection of industrial promotion plan registration is still limited, leading to some projects having to be adjusted, stopped or have their content changed.

The cause of this situation, according to the leader of the Ninh Binh Department of Industry and Trade, is that rural industrial production establishments in the province are mainly small-scale business households with limited financial resources. Some establishments have requested to stop implementing the project due to financial difficulties.

Some small-scale rural industrial establishments request support from the industrial promotion fund to invest in machinery and equipment. According to regulations, the maximum support level is not more than 50% of the total cost of purchasing machinery and equipment; investment support expenses over 30% must be conducted through competitive bidding. With this level of support, many establishments need support from the industrial promotion fund but do not have enough financial resources to match over 70%; if they do not want to conduct bidding for equipment procurement, they will only receive support under 30%. This makes it difficult for establishments to register to participate in the industrial promotion program.

With the goal of completing 100% of the assigned industrial promotion plan and at the same time improving the effectiveness of industrial promotion work, Ninh Binh Department of Industry and Trade determined to focus on coordinating with the Economic / Economic - Infrastructure Departments of districts, cities and units receiving industrial promotion funds to urgently implement the approved project on schedule.

Strengthen inspection and supervision of units in project implementation, remove difficulties, manage and use industrial promotion funds for the right purposes, disburse funds promptly, and make payments and settlements in accordance with regulations.

Promote propaganda and dissemination of industrial promotion policies and guidelines on mass media to help enterprises and rural industrial establishments grasp the state's policies on industrial promotion so that they can coordinate and participate.

Develop industrial promotion programs and projects in the direction of focused and key support with large funding sources to create breakthroughs and have a clear change for the development of the industry. In addition to industrial promotion activities according to projects with financial support, we will strengthen industrial promotion consulting activities to provide non-financial support for rural industrial production establishments and apply cleaner production in industry.
