Comrade Tran Minh Thai, Chairman of Ninh Hai District People's Committee, said: In order to achieve the highest budget collection in 2025, from the beginning of the year, the District People's Committee has directed the Ninh Hai - Thuan Bac Inter-District Tax Team to strengthen management, exploit revenue sources well, continue to prevent revenue loss in the fields of land, retail gasoline; promptly implement policies on exemption, reduction, extension of tax, fee, land rent according to the National Assembly 's resolution and the Government's decree; promptly remove difficulties, obstacles, simplify, shorten the time to handle administrative procedures, create all favorable conditions for businesses and people to encourage and attract investment. At the same time, develop a plan to inspect against tax loss for industries with high tax risks and propose solutions to implement tax inspection in 2025 in combination with reform, modernization, and application of information technology to improve the efficiency and quality of inspection. Strengthen the review and inspection of electronic invoices to prevent and strictly handle cases of electronic invoice fraud. Focus on debt collection measures for enterprises with large debts and slow tax payment in accordance with the provisions of the Law on Tax Administration; develop regulations for public disclosure of information on tax-debt enterprises on mass media with the determination to reduce the total amount of tax arrears.
The locality is also focusing on directing specialized departments and offices to urgently advise on the development of annual land use plans and land use planning to generate revenue from land use fees to serve the socio -economic development of the district; closely coordinate with the Tax Team in handling records of financial obligations related to the land sector; organize the reception, processing and return of records related to houses and land in accordance with regulations; coordinate with the Tax Team in monitoring and urging households and individuals who are recorded as debtors to fulfill their obligations to pay the state budget when the debt recording period expires, urge the timely collection and payment of fees, charges and other budget revenues in the area to prevent budget losses. Particularly for revenues in the field of non-state industrial, commercial and service tax collection, deploy a group of solutions to urge tax declaration and payment, thereby reviewing and assessing the current status of production and business activities in the area, collecting correctly and fully without missing any cases; developing a plan to support taxpayers, organizing business dialogue activities, receiving and removing difficulties and obstacles. Construction investment management boards and investors regularly coordinate with the Tax Team in providing information on construction projects arising in the area to help tax authorities in implementing tax collection for out-of-province basic construction business activities.
At the same time, strengthen the direction of resource mobilization and land auctions to ensure budget revenue targets and supplement public investment capital. Continue to auction land plots with specific land prices approved by the Provincial People's Committee; direct the strengthening of the review of vacant and unused land funds in communes and towns. Strengthen state management of land, especially land purchase and transfer; proactively do a good job of planning and land use planning, focus on coordinating to resolve difficulties related to land, site clearance, create many clean land funds to serve investment and development work and land use rights auctions to increase revenue to the state budget and effectively mobilize resources for investment and construction, helping Ninh Hai district soon complete the criteria of an advanced new rural district in 2025.
