Currently, at the Tuy Loan intersection, the road surface is damaged, with potholes, while traffic volume is very high; the connection is chaotic, due to the direct connection from National Highway 14B cutting across the end point of the Da Nang - Quang Ngai Expressway and many vehicles entering the residential road, causing a loss of traffic control. This is especially dangerous when heavy trucks and containers pass through residential areas at high speed.
According to records, since the Da Nang - Quang Ngai Expressway came into operation in 2018, a series of serious accidents have occurred in this area. Many collisions between container trucks and motorbikes, trucks and pedestrians have caused many casualties. Therefore, the early implementation of the intersection construction is urgent, not only for the needs of economic development but also for the lives and safety of people. According to Mr. Nguyen Van Tu (living near the intersection), the section through the intersection is potentially dangerous due to the bottleneck road design, lack of street lights and the sudden change from 4 lanes to 2 lanes.
Sharing the same opinion, Ms. Le Thi Thuan (Hoa Nhon commune) said that for many years, just one heavy rain caused many locations at this intersection to have ruts, peeling asphalt, creating deep holes. Drivers moving through the area have to constantly steer to avoid potholes. These deep holes not only make it difficult to move but also pose a potential traffic safety risk, especially at night.
Faced with the above shortcomings, on May 13, 2025, Deputy Prime Minister Tran Hong Ha signed Decision No. 905/QD-TTg assigning the People's Committee of Da Nang City to manage the Tuy Loan intersection, to meet the needs of smooth traffic in the area, socio-economic development and the ability to allocate local resources. The People's Committee of Da Nang City is responsible for receiving this intersection. At the same time, establish an investment project to complete the construction of the intersection according to the approved road network planning and road infrastructure planning; ensure synchronous traffic connection in terms of load and means of traffic on the Tuy Loan intersection assigned to manage with the Hoa Lien - Tuy Loan and Da Nang - Quang Ngai expressways.
The City People's Committee Office said that the Chairman of the City People's Committee has just approved the investment policy for the Tuy Loan intersection project. This is a Group B project with a total investment of nearly 540 billion VND from the central budget and Da Nang city. The implementation period is from 2025 to 2028. In terms of scale, this is a separate level intersection project based on the principle of making the most of the invested and constructed part of the Da Nang - Quang Ngai expressway project.
Specifically, build a bridge on National Highway 14B across the expressway, the first section of the bridge is suitable for the scale of National Highway 14B. In addition, take advantage of and expand the existing bridge of the Hoa Lien - Tuy Loan expressway at Km78 + 144.31; expand the Hoa Lien - Quang Ngai radial branch within the intersection, ensure the connection of indirect left turns, synchronize the scale of the Hoa Lien - Tuy Loan expressway under construction; take advantage of the invested part of the 4 direct right turns and continue to invest in completion according to the approved scale. In addition, build 4 indirect left turns, 4 collector roads to serve people's lives; invest in the construction and completion of electricity, lighting, signal lights, drainage, traffic organization, and landscape at the intersection.
Tuy Loan Interchange is not only the connection point between the expressway and National Highway 14B but also the western gateway of Da Nang city, leading to Hoa Vang and Dai Loc districts (Quang Nam) and the Central Highlands region. National Highway 14B is the main transport route for goods from the Central Highlands to the seaports of the Central region, especially Tien Sa port (Da Nang).
