Efforts to cover border health insurance

BPO - In Bu Dop district, many agricultural, forestry and fishery households with average living standards are supported to buy health insurance cards (HI) according to Resolution 06 of the People's Council of Binh Phuoc province. However, compared to the end of 2024, by the end of April 2025, there was a decrease of more than 4,000 cards, causing the district's HI coverage target to be low. The support policy is only valid until the end of 2025, so Bu Dop has been implementing many synchronous solutions to ensure the rights of participants as well as increase the coverage of universal HI.

Ensure beneficiary rights

Due to difficult economic circumstances, in the past, for all 6 people in Mrs. Phan Thi Gia's family in Soc Ne hamlet, Tan Tien commune to participate in health insurance, they had to spend a large amount of money. However, when Resolution 06 of the Provincial People's Council was issued to support a number of subjects in agricultural, forestry and fishery households with average living standards, buying health insurance cards for Mrs. Gia's family became much easier. Mrs. Gia said that without the State's support, it would be very difficult for 6 people to buy health insurance cards as a household, because working in agriculture, the income is unstable. However, from 2024 to now, the budget has supported 90% of the cost of buying health insurance cards, so all 6 people have participated, each person only paying about 120,000 VND.

Through review, in 2024, Bu Dop district has more than 10,000 people supported to buy health insurance cards according to Resolution 06 of the Provincial People's Council. However, compared to the end of 2024, by the end of April 2025, only more than 6,000 people participated, a decrease of more than 4,000 people, causing the health insurance coverage to be low, about 82%. The leader of the district's social insurance (BHXH) said that these are mostly subjects who have mobilized support to buy health insurance cards in 2024, but so far the cards have expired and have not participated again; including 800 disadvantaged students and more than 3,200 people from agricultural, forestry and fishery households.

Deputy Director of Bu Dop District Social Insurance Pham Van Dong said: To develop the right and sufficient beneficiaries, after Resolution 06 of the Provincial People's Council was issued, the district Social Insurance coordinated with relevant departments and offices to advise on documents, clearly specifying beneficiaries and sending them to the People's Committees of communes and towns. At the same time, coordinate with communes and towns to review the list to avoid duplication, ensuring the right and sufficient beneficiaries. After completing the list, the Social Insurance coordinated with villages, hamlets, and People's Committees of communes and towns to propagate and mobilize people to participate in ensuring their rights.

Implementing Resolution 06 of the Provincial People's Council, subjects belonging to agricultural, forestry and fishery households with average living standards are supported by the state budget to buy health insurance cards at a very large cost, of which ethnic minorities are supported up to 95%, Kinh people are supported 90%. With this support policy, the remaining amount of money spent to buy health insurance cards is very small, Kinh people are about 120 thousand VND/card/year, ethnic minorities are about 60 thousand VND/person/year.

Synchronize multiple solutions

With 27 years of experience as a homeroom teacher, Ms. Nguyen Thi Kim Tam, a teacher at Tan Thanh B Primary School, Tan Thanh Commune, Bu Dop District, said: The reason why parents are less interested in and participate in health insurance for their children is that they do not fully understand the value of health insurance. Participating in health insurance is not to enjoy benefits but to prepare for illness and disease and to share with the community. Therefore, taking advantage of parent meetings or through Zalo, teachers will analyze carefully so that parents understand and participate. With that solution, for many years in a row, the class has achieved 100% participation.

Officials of the provincial Social Insurance and Bu Dop Social Insurance "go to every alley, knock on every door, check every person" to propagate and mobilize people to participate in health insurance.

Schools promote propaganda and mobilization , striving for 100% of students to participate in health insurance by the end of the 2024-2025 school year.

Tan Thanh B Primary School has 690 students, of which about 35% are children of farming, forestry and fishery households with average living standards, so the state budget partially supports the cost of purchasing health insurance cards according to Resolution 06 of the Provincial People's Council. As of the end of April 2025, the number of students participating in health insurance reached 93.6%. The school is currently implementing many solutions to strive for the rate of students participating in health insurance to reach 100% by the end of the 2024-2025 school year.

Along with schools, in remote residential areas, ethnic minority areas with difficulties, the district Social Insurance cooperates with local Party committees, authorities, village and hamlet management boards to "go to every alley, knock on every door, check every person" to propagate, mobilize, and explain so that people clearly understand the rights and benefits of health insurance cards as well as the support policies of the Party and State.

The rate of universal health insurance coverage in Bu Dop border district in 2024 will reach 94%, and in 2025 it will strive to reach 95%, equivalent to 57,500 people. Currently, the coverage rate in the district is only 82%. To achieve the set target, the district needs to develop an additional 4,150 people.

“We will continue to review subjects who have not participated in health insurance to direct the People's Committees of communes, towns, and schools to coordinate with the district Social Insurance to propagate and mobilize people to actively participate. In addition, for difficult and disadvantaged cases, we will call on and mobilize benefactors to support. With the determination to achieve the target of 95% assigned by the superiors in 2025.
