Agriculture 4.0 and Digital Resources: 'Leverage' for Development

In the inevitable trend of the Fourth Industrial Revolution, digital transformation (DTM) is no longer a trend but has become an urgent requirement, an important driving force for the comprehensive development of each locality and each industry. Joining the DTM, the Department of Agriculture and Environment of Long An province has achieved impressive results. These continuous efforts not only contribute to modernizing management, improving the quality of service for people and businesses, but also create a solid foundation for administrative reform, attracting investment and promoting socio-economic development, especially in building smart new rural areas (NTM).

Management innovation, administrative reform

Realizing the importance of taking people and businesses as the center, the Department of Agriculture and Environment of Long An province focuses on innovating management work and promoting administrative reform through the application of digital technology . To date, the Department has provided 212 administrative procedures (AP) on the province's online public service portal, of which 67 procedures are provided in full.

Notably, 100% of the records and settlement results at the Provincial Public Administration Service Center are digitized, stored and monitored via the electronic One-Stop System. This result has led the Department of Agriculture and Environment to be ranked “Good” in terms of service quality for people and businesses in resolving administrative procedures (as of December 31, 2024).

The fact that 100% of administrative documents are digitally signed and processed, sent and received via cyberspace, along with the issuance of 378 official email accounts, has significantly shortened work processing time, reduced costs and improved work efficiency.

The land database system (VBDLIS) with 1,812,036 spatial land plots and 1,603,993 attribute land plots (as of April 28, 2025) is maintained stably, effectively serving the work of resolving administrative procedures on land, making information transparent and creating convenience for people.

Smart agriculture, resource management, environmental protection

Digital transformation in agriculture - a breakthrough in bringing 4.0 technology to the fields, from smart fields to modern greenhouses, increasing the value of agricultural products and improving farmers' lives

The application of digital technology in agriculture is considered a breakthrough, helping to improve productivity, quality and competitiveness of agricultural products. The Department actively supports the traceability of agricultural products with 2,061,000 electronic traceability stamps via QR codes issued to 17 safe food supply chain establishments and 247 OCOP products (including 51 4-star products).

E-commerce for agricultural products has also recorded significant progress. More than 800 establishments have been instructed to create accounts on the nongsanantoanlongan.vn platform and more than 350 establishments have posted products. The whole province has 66,426 organizations and individuals selling on the platforms Postmart.vn and Voso.vn with 8,385 products, along with 180 booths with 478 products on the platform longantrade.com.

High-tech agricultural models such as Smart Rice Cultivation using Rynan Mekong software, Agritask application for recording field logs, smart pest monitoring system, or 2-phase White-leg Shrimp Farming model applying 4.0 technology are gradually proving their effectiveness, opening up new directions for farmers. In particular, the development of software for managing and consuming durian products has effectively supported the production, traceability and market connection stages.

Natural resources and environmental management has also witnessed strong innovation thanks to digital transformation. The Department has effectively operated 3 air monitoring stations, 3 automatic surface water monitoring stations, 35 water level measuring stations and 13 automatic salinity measuring stations.

These stations provide continuous data, helping with early warning, monitoring, hydrological forecasting, regulating irrigation works and environmental protection. Data from 12 surface water, groundwater and air quality monitoring stations are continuously sent and received on Envisoft software and forwarded to the Ministry of Agriculture and Environment, contributing to the national environmental management system.

The implementation of the Project "System of public information on natural resources and environment" and the pilot model of digital transformation in waste management in Tan An City promises to further improve the effectiveness of state management in this important field.

In particular, the digital transformation program in building new rural areas, towards smart new rural areas, is being strongly implemented with 3 pillars: Digital government, digital economy and digital society in rural areas. Up to now, the province has deployed the smart new rural hamlet model in 7 communes meeting the model new rural standards with practical applications such as water-saving irrigation control by phone, security cameras and wifi/4G/5G coverage.

The public disclosure of land use planning for each plot of land on the Internet and smartphones for 15 districts, towns and cities is also a big step forward, directly serving the interests of the people.

Building on the achieved results, the Department of Agriculture and Environment has determined to focus on completing specialized databases, ensuring connectivity, interoperability and effective data sharing with the province's shared data system. Upgrading the public information system on water resources and the environment, and continuing to deploy applications serving industry management are key tasks.

In addition, the Department also recommended that the province research, develop and issue specific policies to promote the development of science and technology, innovation and digital transformation, especially mechanisms to attract high-quality human resources in information technology and information security. Raising awareness and digital skills for officials, people and businesses, overcoming the fear of using online public services and online payments will also be focused on.

The digital transformation journey of the Department of Agriculture and Environment has been bringing practical values, not only changing working methods, improving management efficiency but more importantly, serving the needs of people and businesses better and better, contributing to the sustainable development of the province./.
