US National Security Adviser Sullivan said Mr. Biden will prioritize the issue of restoring dialogue with the Chinese military when meeting with Mr. Xi Jinping.
"The president is determined to see the restoration of military-to-military relations. He believes that military-to-military communication is essential to managing competition responsibly and ensuring that competition does not escalate into conflict. We need those lines of communication so that there is no room for error, miscalculation or misunderstanding," US National Security Adviser Jake Sullivan said on November 12.
Mr. Sullivan said the issue of restoring Washington-Beijing military dialogue will be a top priority for US President Joe Biden when he meets Chinese President Xi Jinping on November 15.

The US National Security Adviser added that China has cut off military communication channels amid tensions between the two countries over trade, Taiwan and other issues.
According to Mr. Sullivan, the two US and Chinese leaders will also discuss the Iran issue, especially the country's nuclear program.
White House press secretary Karine Jean-Pierre said earlier that during the meeting on November 15, the US and Chinese leaders will discuss a range of bilateral, regional and global issues as well as ways to "manage competition responsibly".
The US President and the Chinese President will meet on the sidelines of the Asia-Pacific Economic Cooperation (APEC) summit in San Francisco this week.
This is the second face-to-face meeting between Mr. Biden and Mr. Xi Jinping since Mr. Biden became US President. This is also the first visit by Chinese President Xi Jinping to the US since 2017.
