At the meeting, Mr. Bui Minh Tien - Member of the Board of Directors of Petrovietnam reported to the leaders of Ca Mau province on the performance of the Gas - Power - Fertilizer Complex in the past time, the development orientation of Petrovietnam in the coming time in the province, the difficulties and challenges and recommendations of Petrovietnam.
Mr. Bui Minh Tien said that since its operation, Ca Mau Gas - Power - Fertilizer Complex has always operated safely and stably, bringing high efficiency to Petrovietnam, contributing greatly to the socio-economic development of the Mekong Delta region in general and Ca Mau province in particular.

Specifically, from the time of operation until the end of October 2024, the Ca Mau Gas - Power - Fertilizer Complex has provided over 30.2 billion m³ of gas, 114.4 billion kWh of electricity and 11.0 million tons of fertilizer to the market, contributing to ensuring national energy security and food security. The total revenue of the units in the Ca Mau Gas - Power - Fertilizer Complex to date has reached about 338.5 trillion VND (equivalent to about 13.5 billion USD); Contribution to the state budget of over 23 trillion VND; The total social security value that the Cluster has contributed to the whole country is nearly 731 billion VND, of which 300 billion VND is supported for Ca Mau province. The Cluster has created jobs for 1,540 workers, of which 823 are from the Mekong Delta provinces, and 557 are from Ca Mau province alone.
However, the Ca Mau Gas - Power - Fertilizer Complex is facing a number of difficulties and challenges related to the decline of PM3 gas - the only gas source supplying the Complex; unstable electricity mobilization from Ca Mau Power Plant 1 & 2; and obstacles related to policy mechanisms when switching to green energy. These difficulties are and will greatly affect the operational efficiency of the Complex.
Regarding Petrovietnam's development orientation in the coming time in Ca Mau, Mr. Bui Minh Tien said that with the mission of developing Petrovietnam into a national Industry - Energy Group, taking advantage of the existing infrastructure of the Cluster, the advantages of Petrovietnam and units in the Petrovietnam ecosystem, Petrovietnam will focus on investing in developing neighboring gas fields including: Khanh My - Dam Doi, Nam Du - U Minh, Hoa Mai to compensate for the shortage of gas output from PM3 gas after 2027; Accelerating the implementation of the Block B Project Chain, considering the gas source from the Block B project to be able to allocate a part to the Cluster; Deploying the construction, development and expansion of the Cluster to become a National Energy Center integrating gas, LNG - electricity, wind power, solar power, renewable energy in accordance with the Development Plan of Ca Mau province; Petrovietnam will consider investing in the Ca Mau LNG Power Plant project; considering investing in projects to develop new products such as green Hydrogen, green Ammonia.

From the above difficulties, challenges and orientations, Petrovietnam has made recommendations with the hope that the leaders of Ca Mau province, through the Central forums, will have a voice, support recommendations to remove difficulties, and create conditions for the Cluster to develop sustainably. Accordingly, Petrovietnam recommends that the Government soon issue a policy to mobilize stable gas electricity, with a commitment on long-term electricity mobilization output (mobilizing gas electricity as base electricity) to effectively exploit gas resources and assets of Ca Mau 1&2 Power Plants invested in particular and gas power plants in general; recommends that the Government issue appropriate resource tax policies to promote the maximum exploitation of domestic resources; consider including the Ca Mau LNG Power Plant Project in the list of priority investment power projects in the Power Plan; recommends that competent authorities soon consider issuing a mechanism to develop a chain of green Hydrogen gas production projects.
At the meeting, leaders of PV GAS, PV Power, PVCFC also reported on the operation of each unit; wished and recommended to the provincial leaders to create favorable conditions for the units to develop new projects in the cluster such as: Ca Mau 3 Power Plant project, project to bring LNG to Ca Mau...
Petrovietnam leaders and units sent sincere thanks to the provincial leaders for always paying attention, closely directing and supporting, creating favorable conditions during the operation of the Cluster in the past time, helping the Cluster to always maintain safe and effective operations. In the coming time, Petrovietnam leaders hope that the People's Committee, Departments/Boards/Sectors of Ca Mau province will continue to pay attention, support and create the best conditions for Petrovietnam and Petrovietnam units in the province to develop, to make greater contributions to the socio-economic development of Ca Mau province in particular and the country in general.

Comrade Nguyen Tien Hai - Secretary of the Provincial Party Committee, Chairman of the People's Council of Ca Mau province affirmed that the province always cares about and supports Petrovietnam in ensuring the effective operation and investment in developing the Ca Mau Gas - Power - Fertilizer Complex, which is also an issue of socio-economic development of the province. The Secretary of the Ca Mau Provincial Party Committee expressed his interest and hope that Petrovietnam would invest in projects to produce clean products such as green Hydrogen and green Ammonia. Regarding the most important issue of the Cluster at present, which is gas resources and related mechanisms, the province will continue to provide support, create conditions as well as provide opinions and recommendations to the Central level to resolve issues in order to promote the Cluster's strong development in the coming period.
