Fined 20 million VND for 41-seat passenger bus crammed with 81 passengers

On the evening of February 5, Hai Phong City Police announced that the authorities had imposed an administrative fine of VND20 million on a bus company that carried twice the number of passengers allowed on a fixed bus route.

Specifically, at 11:45 p.m. on February 4, at Km12+500, National Highway 10, in Quang Trung Commune (An Duong District, Hai Phong City), Quang Trung Traffic Police Station, Traffic Police Department of the City Police inspected passenger car with license plate 18B-025.38.

This is a 41-seat sleeper bus, driven by Vu Van Tiep (also the owner of the bus), running the fixed route Hai Hau ( Nam Dinh ) - Mong Cai (Quang Ninh), belonging to Thuan Thao bus company. Vu Van Tiep is also the owner of the bus.

Upon inspection, authorities discovered the vehicle was carrying 81 people, double the permitted number, seriously violating traffic safety regulations.

Quang Trung Traffic Police Station has drawn up an administrative violation report, fined 20 million VND and forced the bus company to transfer passengers to another vehicle according to regulations.

The unit also asked the driver to pledge not to re-offend.

Clause 4 and Point a Clause 8 Article 23 Decree 100/2019/ND-CP stipulates a fine of VND 800,000 to VND 1.2 million for each excess passenger on a passenger vehicle. In case of exceeding 100% of the number of passengers allowed by the vehicle, the driver's license will be revoked for 3 to 5 months.

In addition to being subject to penalties, the driver of the vehicle committing the violation must also arrange another vehicle to carry the number of passengers exceeding the vehicle's permitted capacity.
