
Attending the conference were representatives from functional departments of Nam Tra My, Bac Tra My, Tien Phuoc, Phu Ninh districts and Tam Ky city; along with representatives from road management units, leaders of the People's Committees, and police of communes, towns, and wards through which National Highway (QL) 40B, QL24C, and provincial roads (DT) pass.
Ms. Nguyen Thi Anh Nguyet, Deputy Chief Inspector of the Department of Transport, said that the Provincial People's Committee pays close attention to directing the management of road transport infrastructure, especially the management of traffic safety corridors.
Recognizing this as a complex area requiring coordination among multiple sectors and levels, the Provincial People's Committee issued the Regulations on Coordination in Handling Violations of Regulations on Road Infrastructure on National Highways and Urban Areas in Quang Nam Province, attached to Decision No. 2117, dated October 5, 2023.

The regulations issued with Decision No. 2117 have replaced the regulations on coordinating the handling of violations in the management and protection of road transport infrastructure issued under Decision No. 1671, dated May 29, 2018, of the Provincial People's Committee.
The regulations contain many new points, clearly outlining the responsibilities of each level, agency, and relevant unit. Therefore, this conference is organized to inform localities and units about the new points of the regulations.
At the conference, Mr. Tran Van Nhan, an inspector from the Department of Transport's Inspectorate, disseminated the key contents that the People's Committee and functional forces at the district and commune levels need to understand in order to implement the new regulations.
Mr. Thai Minh Hoang, Team Leader of Traffic Inspection Team No. 1 of the Department of Transport Inspection, disseminated some contents of Government Decree No. 19, dated February 12, 2020, regulating inspection and disciplinary action in the enforcement of laws on handling administrative violations.

Mr. Thai Minh Hoang also provided information on the current state of inspection and monitoring of compliance with regulations in handling violations of road safety corridors on National Highway 40B (Tam Ky - Nam Tra My); the difficulties encountered and solutions to overcome them.
According to statistics, in 2023, QL40B experienced 30 violations of road infrastructure regulations; in the first five months of 2024, another 20 violations occurred. The main violations included constructing houses, fences, and gates; constructing projects without permits; leveling land within the traffic corridor; building retaining walls or filling drainage ditches; and illegally opening branch roads connecting to the main road…
At the conference, representatives from relevant agencies and localities raised difficulties and obstacles in implementing the management and handling of violations in road safety corridors. Localities also mentioned historical issues that hinder the handling process.
The delegates also discussed and clarified the content, methods, and ways of coordinating efforts to improve the effectiveness of handling violations of regulations on national and provincial roads; contributing to the protection of road infrastructure and ensuring traffic safety.
