Nhan Dan Newspaper respectfully introduces an article by comrade Truong An Ninh, member of the Standing Committee, Head of the Propaganda and Mass Mobilization Department of Quang Tri Provincial Party Committee.
The Resolution of the 1st Provincial Party Congress, term 2025-2030 affirmed: Developing the economy and society in a green, sustainable, comprehensive and integrated direction with 4 development pillars of "Energy - Logistics - Tourism - Green Agriculture", in which the energy industry is identified as the leading growth driver in the new stage development strategy.
Energy industry is the leading growth driver
As a locality with great potential for wind and gas power development; combined with diverse potential for thermal power and hydropower, Quang Tri has all the ideal conditions for energy development, especially renewable energy. To date, the total capacity of projects that have generated electricity and are in commercial operation has reached nearly 1,559 MW, including 22 wind power projects, 11 hydropower projects, 4 ground-mounted solar power projects and more than 1,200 rooftop solar power projects.
Many other energy projects have been approved by competent authorities for investment and are being implemented, notably: Quang Trach I Thermal Power Plant, capacity of 1,403 MW, total investment of more than 42 trillion VND. Quang Trach II LNG Thermal Power Plant, capacity of 1,500 MW, total investment of more than 52,490 billion VND. Quang Trach III LNG Thermal Power Plant, designed capacity of 1,500 MW (expected to operate in the period 2031-2035). Quang Tri Thermal Power Plant with capacity of 1,320 MW, total investment of more than 55 trillion VND. Quang Tri Combined Cycle Gas Turbine Plant with capacity of 340 MW. Along with that, there are 5 nearshore wind power projects with a total capacity of nearly 1,000 MW, of which 01 project has been approved by the province for investment policy, 4 projects are under review. Offshore wind power projects are being surveyed and invested.
Not just stopping at numbers, Quang Tri also possesses a special geo-economic position - being the eastern starting point of the East-West Economic Corridor (EWEC), the intersection of the North-South axis, with a diverse and synchronous transport infrastructure system: roads, railways, seaports, airports. All of these factors create a favorable "energy ecosystem" that allows for synchronous and efficient connection of energy production, transmission, storage and distribution. This is the solid foundation for Quang Tri to become the energy center of the Central region.
Choosing energy as a driving force for growth is a step in the right direction, in line with the Party and State's major policies and orientations, demonstrating the spirit of thoroughly grasping and creatively applying the Central's direction for Quang Tri. General Secretary To Lam affirmed: "Quang Tri, with its strategic position on the East-West economic corridor, has seized the opportunity to promote key economic sectors, especially the energy industry with its strengths in renewable energy and electricity being exploited."
Resolution No. 70-NQ/TW, dated August 20, 2025 of the Politburo on ensuring national energy security until 2030, with a vision to 2045, clearly defines: “Synchronously, reasonably and diversifiedly develop energy types; prioritize the exploitation, thorough and effective use of renewable energy sources, new energy, clean energy…”.
The Government approved the adjustment of the Power Plan VIII, with the total power capacity of Quang Tri by 2030 reaching 12,963 MW, of which wind power alone accounts for 4,614 MW. The transmission grid system is planned in sync with many key power lines and transformer stations.
The above-mentioned major strategic and policy orientations have created a solid legal foundation and political corridor for Quang Tri to maximize its comparative advantages, especially the strength of "big sunshine, strong wind" to develop diverse, sustainable and effective types of energy.
Not only economic, but also an important political task
On the other hand, energy development is not only an economic goal, but also an important political task, demonstrating the strategic vision, forecasting capacity and action of the Party Committee. This is a field that creates high added value, has the ability to attract large investments, impacts many other production sectors and promotes the process of economic restructuring. Clean energy development is the creation of a green economy, a low-carbon economy, in line with the national strategy, global trends and commitments at COP26, towards the goal of net emissions of "0" by 2050. This direction is the proactive grasp of trends, the spirit of daring to make breakthroughs in development, creating breakthroughs in the overall strategic interests of the country; is a harmonious combination of the Party's will, the people's heart and development aspirations in the spirit of "Solidarity - Democracy - Discipline - Breakthrough - Development".
Based on the outstanding advantages of Quang Tri and the national strategy and global trends in energy development, the 1st Congress of the Quang Tri Provincial Party Committee clearly identified: "Focus on rapid and sustainable economic development, taking the energy industry, high-tech industry, digital economy and logistics as growth drivers". At the same time, set big goals and expectations: by 2030, the total capacity of the province's power sources will reach over 8,000 MW, with electricity production of about 30,000 million kWh. Build Quang Tri into a clean energy center of the Central region. Put into operation the Quang Trach Power Center and Quang Tri Thermal Power Plant. Promote the plan to supply gas to the mainland in Quang Tri, creating a foundation for the formation of a large-scale electricity-gas industrial chain. Form large-scale, modern energy centers, synchronously connected with deep-water seaports, logistics systems and coastal industrial parks, creating a spreading momentum to promote development...
Thus, energy is not only the driving force of the green economy, digital economy and knowledge economy but also the fundamental resource for the province's industrialization, modernization and international integration. This approach affirms that the energy industry is not simply a manufacturing industry, but an infrastructure axis of sustainable development, a "driving force" towards the goal of self-reliance, self-reliance and breakthrough development of Quang Tri in the future.
The potential and advantages are present, the goals and political determination are clear, but why has it not developed to its full potential and not truly become a driving force for growth? This is the question that the Party Committee and the people of Quang Tri are always concerned about. Therefore, the core issue now is to focus on removing "bottlenecks" to break through development. To do so, in the coming time, Quang Tri needs to focus on synchronously implementing a number of the following key solutions:
Focus on removing "bottlenecks" to break through
Firstly, review, adjust and supplement the power source and grid development plan in accordance with the provincial plan and the adjusted Power Plan VIII approved by the Prime Minister. It is necessary to focus on synchronous development of transmission and energy infrastructure, considering this as the "key" to creating a breakthrough in energy development.
In reality, many wind and solar power projects in Quang Tri have been put into operation but have had to reduce generation, or even temporarily stop generating electricity during peak hours due to system overload or reduced generation capacity, causing significant loss of resources, wasting generation capacity and reducing investment efficiency.
To overcome that situation, the province needs to promptly deploy and complete on schedule the 500kV Project Cluster: "500kV Lao Bao Transmission Line Project - 500kV Quang Tri 2 Switching Station, 500kV Lao Bao Transformer Station Project and connecting 220kV lines and 500kV Quang Tri 2 Switching Station Project and connecting 500kV lines". In addition, forming a complete energy infrastructure network including specialized ports, LNG terminals, warehouses, logistics areas serving wind turbines and solar power equipment, creating a foundation for the energy industry to develop rapidly.
In the immediate future, it is recommended that the Ministry of Industry and Trade, Vietnam Electricity Group and the National Power System Control Center soon have solutions to overcome the situation of cutting available power generation capacity, affecting the operational planning and financial plans of businesses.
Second, speed up the progress of ongoing energy projects, especially taking advantage of the "transitional period" from now until before 2030 to complete and put into operation key projects such as Quang Tri Thermal Power Plant, Quang Trach I Thermal Power Plant and Quang Trach II LNG Thermal Power Plant, meeting the requirements of ensuring energy security and implementing commitments at COP26.
At the same time, direct the definitive handling of existing wind power projects such as Huong Linh 1 and Huong Linh 2 in the spirit of accompanying businesses, creating conditions to maintain stable production and business activities, and avoiding wasting invested resources.
In the long term, it is necessary to improve the effectiveness of state management in the energy sector, tighten discipline, increase transparency and responsibility, ensure that all projects comply with legal regulations and promote economic, social and environmental efficiency, towards sustainable energy development, harmonizing the interests of the State, businesses and people.
Third, continue to improve mechanisms and policies, especially research and promulgate specific policies and outstanding incentive mechanisms to attract domestic and foreign strategic investors, unleash social resources for the development of renewable energy, LNG, wind power, solar power and new technologies such as green hydrogen and energy storage.
Prioritize strategic investors with financial capacity, high technology, and commitment to sustainable development. Promote administrative procedure reform, improve the quality of online public services, create a favorable, open, and transparent investment environment. Accompany and support businesses, promptly remove difficulties and obstacles in the process of project implementation, especially key energy projects.
Fourth, develop a synchronous infrastructure system, prioritize the implementation of key projects, create a breakthrough in attracting investment and promoting economic growth. Focus on completing the infrastructure of economic zones, industrial parks, and industrial clusters, ensuring synchronous connections with the transportation, seaport, and logistics systems. Resolutely lead and direct the work of site clearance, creating clean land funds to serve projects. Speed up the implementation of key projects such as Quang Trach I Thermal Power Plant, Quang Trach II LNG Thermal Power Plant, wind power and solar power projects. At the same time, upgrade and bury the power grid to increase safety, stability, and modernize the province's energy infrastructure.
Fifth, energy development must be linked to environmental protection and social security. Each energy project must be implemented in the spirit of harmoniously combining economic development with environmental protection and social progress and equity, ensuring benefit sharing with the community, supporting livelihoods and improving the lives of people in the project area. This is the foundation for Quang Tri to develop sustainable energy.
Sixth, focus on building a team of high-quality energy officials, engineers, and experts with the capacity to manage large-scale projects and master modern technology. Focus on cooperation in training human resources for wind power, solar power, LNG, and green hydrogen; promote vocational training and retraining of local workers, helping people have the opportunity to participate in the energy value chain; at the same time, build policies to attract and reward experts and talents in the energy sector.
With new confidence and momentum after the Congress, the Party Committee and people of Quang Tri are determined to turn advantages into strength, turn potential into reality, gradually realizing the aspiration to become the center of clean energy and renewable energy in the Central region and the whole country. For energy to truly become a driving force for growth, in addition to unlocking resources, unleashing potential, promoting advantages and making good use of mechanisms and policies, Quang Tri needs to take drastic actions, promptly and synchronously deploy solutions to seize new opportunities, make breakthroughs, and contribute significantly to the sustainable development of the country.
