Quang Ninh is known as a land rich in sediments and cultural identity, where there is an intersection, convergence, and unity in the diversity of the Red River civilization along with maritime culture, mining workers' culture, unique cultures of ethnic minorities, and Truc Lam Yen Tu Buddhist culture. Quang Ninh has all three cultural spaces: mountainous cultural space, plain cultural space, and island cultural space. This is an advantage for the locality to develop the cultural industry.
In recent years, Quang Ninh has always paid attention to the work of preserving and promoting cultural values, especially the orientation of developing cultural industry to become one of the focal points of socio-economic development in the province. At the seminar "Building and developing cultural and creative industrial zones and complexes in Ha Long City" recently organized by the Department of Culture, Sports and Tourism, delegates, scientists and experts all highly appreciated Quang Ninh province as one of the leading localities in building the Project on developing cultural industry. Quang Ninh province has many potentials and advantages in terms of resources, infrastructure and resources to develop cultural industry.

According to Dr. Nguyen Khanh Ngoc, Deputy Head of the Department of Cultural and Artistic Management (Hanoi University of Culture), when building a complex of cultural areas, there should be training centers so that artists can update new technologies. At the same time, call on famous artists who are children of Quang Ninh to return to build and foster the development of Quang Ninh. In the creative area, there should be a training center, not only for actors but also for technicians who are very important in implementing new technologies for shows. Then, when the experts leave, local artists will take over, use and develop.
When successfully building a cultural and creative industrial complex, Quang Ninh will become an attractive destination, leading the country in cultural industry. According to Associate Professor, Dr. Nguyen Thi Thu Phuong, Director of the Vietnam National Institute of Culture and Arts, Quang Ninh needs to develop more policy mechanisms to realize the cultural and creative industrial complex. This will be the place to create space, location, create a legal corridor, a place to nurture creative talents of the community, attract businesses to invest in the cultural field.
The structure of the cultural and creative industrial zone and complex will include the area of creative spaces for cultural industrial content; auxiliary area; cultural institutions; administrative office area; commercial and tourism service area.
