Developing science and technology with focus and innovation

On the afternoon of June 15, the Department of Science and Technology held a conference to evaluate results and propose key tasks and solutions for the development of the science and technology sector. Attending and directing the conference was comrade Le Duy Thanh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee.

Implementing the Resolution of the 17th Provincial Party Congress, the investment and application of science and technology in the province have gradually gone into depth and been put into practical production. In 2022, Vinh Phuc was honored to be voted by the Vietnam Federation of Commerce and Industry (VCCI) as one of the three provinces and cities nationwide to achieve the title of "Typical Locality in Building a Startup Ecosystem in 2022".

Innovation activities that the province has paid attention to and implemented in recent times include the Project "Supporting the national innovation and startup ecosystem for the period 2021 - 2025"; organizing the contest "Searching for innovative and creative startup talents in the province"; in particular, the program "Innovation and creative startup festival 2022" organized by the province attracted 800 delegates to attend in person, 6,000 delegates to attend online, thereby introducing nearly 100 booths of typical technology products and science and technology services on innovation in and outside the province, attracting nearly 30 billion VND in investment from domestic and international investment funds for innovative startup groups...

In addition, with the construction of an online technology and equipment exchange, the province has now attracted more than 2,200 participating businesses with more than 4,500 products offered for sale.

Some projects applying science and technology to production have been implemented and promoted effectively by the Department of Science and Technology, such as developing Melaleuca and Melaleuca 5-veined with high productivity and essential oil quality; applying biotechnology to increase the value of fresh milk products; applying hydroponics techniques, cultivating on soil-free substrates to grow vegetables and flowers in net houses and greenhouses; applying a system of technological processes for preserving and processing agricultural products after harvest; applying IoT technology to build a smart livestock farm model; applying techniques to treat chronic venous insufficiency with endovascular laser; applying techniques to treat radical surgery for stomach cancer with ultrasonic knife...

Regarding the State management in the field of science and technology, the Department of Science and Technology actively advises and guides organizations and individuals to implement feasible science and technology initiatives, establish ownership rights, develop intellectual property; receive dossiers on registration, State inspection of imported goods quality, registration for measurement inspection, announcement of the use of quantitative markings; provide technical consultancy services on quality measurement standards; establish a consulting team, implement the Project of digitizing and converting the system of records and documents according to ISO 9001: 2015 into the operations of administrative agencies at all levels; perfect the Working Group for the Steering Committee to apply the quality management system according to the National Standard TCVN ISO 9001: 2015 of the province; propose the Provincial People's Committee to approve 9 science and technology tasks in implementing the Pilot Project of building the model of "Model Cultural Village"...

In 2023, the province will allocate nearly 51 billion VND in science and technology career funding (7.5% higher than the central level). In order to develop the science and technology sector with focus and innovation in the coming time, the Department of Science and Technology has proposed 5 main groups of solutions including: Focusing on implementing science and technology tasks closely following the Action Program of the Provincial People's Committee on the Socio-Economic Development Plan; actively advising the Provincial Party Committee, People's Council, and People's Committee to issue mechanisms and policies in the field of science and technology; improving the effectiveness and efficiency of state management in the field of science and technology; promoting information and propaganda activities; improving the quality of cadres and scientists performing science and technology tasks.

Concluding the conference, Chairman of the Provincial People's Committee Le Duy Thanh affirmed the important role of the science and technology sector in socio-economic development. He also pointed out some limitations in the development of the science and technology sector in the province in recent times.

He requested the Department of Science and Technology to clearly define specific tasks and responsibilities in State management of science and technology, develop the science and technology market, and apply science and technology to production practices; continue to promote propaganda and raise awareness for organizations and individuals about science and technology innovation; develop science and technology closely following the socio-economic development orientation of the province.

Complete the science and technology database management system; encourage businesses to invest in the science and technology sector; innovate financial mechanisms for units with science and technology development funds; develop solutions to replicate feasible science and technology research models.
